In recent years,the central government has repeatedly stressed to speed up the streamline administration and institute decentralization,to further transform the government function.As a bridge between government and market,chamber of commerce,with its unique characteristics and advantages,is an important carrier to undertake the transfer of government functions.The central and local governments have issued many favorable policies to promote the healthy development of the chamber of commerce,and encourage the transfer of government functions transferred to the chamber of commerce to further improve the social public service supply system,effectively meet the diversified demand for public services.Based on Dynamic Analysis Based on the chamber of commerce organization to undertake the transfer of government functions of the background and significance,at home and abroad,combined with domestic and International Chamber of Commerce on the current situation of research on the functions of the government to undertake the transfer,to further clarify the social organizations,chambers of Commerce,government function transfer,public services and other core concepts.From the government decentralization,the chamber of Commerce organizations and other aspects of the development of the status of the organization to undertake the transfer of government functions.Combined with the local practice of Jiangsu,Taizhou,the paper analyzes the status of the transfer of government functions.Through the analysis,it has been recognized that the current transfer of government functions has been achieved.But there are still some problems:the function transfer concept has not been popular;undertake government functions lack of long-term mechanism;the lack of the ability to undertake the functions of chamber of Commerce;the supervision mechanism is not mature enough to undertake the functions of the chamber of commerce.Based on the analysis of the Taizhou chamber of commerce to undertake the functions of the government's public service transfer research status at the same time,also analyzed the practice of other countries,and put forward the countermeasure of Taizhou chamber of commerce smoothly undertake the transfer of government's public service function:one is to change the concept,quicken the transformation of government functions;two is the standard link,establish and perfect the government purchase the chamber of commerce of public service mechanism;three is to enhance the quality of training and support the development of chamber of Commerce;the four is to strengthen supervision,improve the legal system to undertake.
