In recent years,with the promotion of the reform of the decoupling between trade associations and chambers of Commerce and administrative organs,the administrative organs at all levels and the trade associations and chambers of Commerce sponsored,in charge,contacted and affiliated with them have completed the decoupling,standardized and straightened out the relations in the five aspects of organization,function,assets,personnel and Party building.Against this background,in May 2015,Xi Jinping pointed out clearly at the central United Front Work Conference that the separation of government and society and the separation of chambers of Commerce and administrative organs from the trade associations is a task of deepening reform.As a people's organization and chamber of commerce organization,the Federation of industry and Commerce and the grass-roots chamber of Commerce cannot cut off the channels of work.The United Front work should effectively cover the chamber of Commerce,give full play to the guidance,guidance and service functions of the Federation of industry and commerce to the chamber of Commerce,and ensure the correct direction of its development.".In June 2018,the general office of the CPC Central Committee and the general office of the State Council issued a document to clarify that the chamber of Commerce affiliated to the Federation of industry and commerce is a social organization with non-public enterprises and non-public economic personages as the main body,and the Federation of industry and commerce as the competent business unit,and proposed that the chamber of commerce with conditions can actively undertake the functions of government transfer.It has become a new task to guide the chamber of Commerce affiliated to the Federation of industry and commerce to undertake the functions transferred by the governmentBased on a comprehensive analysis of the background and significance of the decoupling between the chamber of Commerce and the government,undertaking the transfer of government functions,and the research trends at home and abroad,this paper analyzes the existing problems of the chamber of Commerce affiliated to the Federation of industry and Commerce undertaking the transfer of government functions in combination with the local practice in Texas.Through the analysis,it is recognized that there are still some problems in the three levels of the government,the Federation of industry and Commerce and the chamber of Commerce:the concept of active transfer of functions has not been formed,a perfect system has not been established,and the catalogue of transfer functions has not been established;the understanding of the function orientation of the chamber of commerce is insufficient,the effective grasp of guiding the work of the chamber of commerce is lacking,and the experience of guiding the chamber of Commerce to undertake functions is insufficient;the governance structure of the chamber of commerce is not standardized The basic construction level of chamber of commerce is not high and its influence is not enough.This paper studies the practice of government function transfer in Wenzhou,Zhejiang and Shunde,Guangdong Province,and puts forward suggestions to promote the chamber of Commerce affiliated to Dezhou Federation of industry and commerce to undertake the government function transfer at three levels:first,the government carries out top-level design,promotes the concept of transformation as a whole,issues a document forming system,and establishes a list of transfer functions.Second,the Federation of industry and commerce provides guidance in the middle to strengthen the learning of relevant knowledge of the chamber of Commerce,strengthen the work guidance of the chamber of Commerce,and explore the path for the chamber to undertake the government functions.Third,the chamber of commerce takes the initiative to improve the corporate governance structure,strengthen its own capacity building,and improve the influence of the chamber in this field.
