Rocketing development of social economy,continuous improvement of modern science and technology and internal reform of public universities propose new requirements and challenges to undergraduate teaching affair administration of public universities in Shanghai.This paper uses theory of new public management,taking S University as an example.Adopting questionnaire survey and interview,it fully analyzes the current situation of working mechanism of undergraduate teaching affair administration of public universities in Shanghai.It points out the following fact.Some satisfactory development and change occur in the working mechanism of undergraduate teaching affair administration of public universities in Shanghai under the background that the opening-up and reform policy has been implemented in China about forty years.Yet,it is basically a kind of administrative fully-controlled management mode.Its drawbacks and problems are mainly manifested as follows: grave administerization tendency of school-level management organizations,ineffective work,unreasonable organization structuring,tedious management and deficient service capability.Through deep analysis,we consider that weak service awareness,lack of performance evaluation system,low teachers and students' participation as well as obscure division of responsibility boundary are the main reasons for the above problems.American public universities have some commendable experience and practices in undergraduate teaching affair administration.Teaching affair administration highlights humanized management philosophy and service awareness.Competition and motivation mechanism is carried out for undergraduate teaching affair administration staff.The application of teaching affair administration is scattered and flexible.They are equipped with perfect and scientific teaching affair administration system and mode.In this connection,to eradicate the drawback of undergraduate teaching affair administration of public universities in Shanghai,we must be committed to constructing service-oriented undergraduate teaching affair administration working mechanism.The specific measures are as follows.Firstly,we should strengthen the service consciousness and abilities of undergraduate teaching affair administration staff,enhance service-oriented awareness,and effectively improve service capabilities.Secondly,the work system of undergraduate teaching affair administration should be transformed,like the decentralization of administrative power and the optimization of administrative organization structure and team.Thirdly,the work mode of teaching affair administration should be reformed.We should start from the fundamental needs of teachers and students to innovate undergraduate teaching affair administration system,implement scientific and standard management and actively adopt advanced administration technology.Finally,we should establish and perfect the performance evaluation system as well as the competition and motivation mechanism of undergraduate teaching affair administration.
