With the increasingly population expansion,excessive exploitation of land resources,increasingly serious environmental pollution,the human living space is constantly being compressed,and the ocean can provide abundant physical capital for the expansion of human living space,and therefore it has become the aiming point of the coastal countries in the world.When the world economy has undergone profound adjustments,China's economy has also exhibited an unprecedented characteristic of “according to the sea” in this period.The development of the sea has become an inevitable choice for China's economic development.At present,China's marine economy is undergoing a transition to a “shift period” for growth.The deep-seated contradictions are prominent.The problem of unsustainable marine economic development still exists and resources are excessively consumed.In order to meet the new requirements for the optimization of the marine economic structure and achieve the new goal of comprehensively improving the quality of the marine economy,it is necessary to break the excessive dependence of marine economic growth on marine resources and reduce the consumption of marine resources.Decoupling development of the marine economy and marine resources can be truly realized.Based on the connotation of decoupling marine economic growth and resource consumption,this paper used the material flow analysis method in accordance with the calculation of China's marine resource consumption.It researched the decoupling relationship between China's marine economic growth and resource consumption based on an improved Tapio decoupling model.And it used the decoupling index and GIS spatial analysis technique to analyze the spatial-temporal pattern evolution of the decoupling relationship between China's marine economic growth and resource consumption for the same period.In order to find the key factors that influenced the pressure of marine resources,this paper introduced the the rebound effect model of marine resources to perform a decomposition analysis on the rebound effect of marine resource consumption in the marine economic growth of 11 coastal provinces.The main research results and conclusions of this paper are as follows:(1)From 1997 to 2006,the relationship between marine economic growth and resource consumption was relatively strong.The consumption of marine resources increased with the growth of marine economy;the associated relationship between marine economic growth and resource consumption weakened from 2006 to 2015.The pressure on China's marine resources had slowed or even declined with the growth of marine economy.(2)The weak decoupling relationship between China's marine economy and resource consumption accounted for 57.89%,the strong decoupling relationship accounted for 26.32%,the expansion negative decoupling relationship accounted for 15.79%.The result signified that the decoupling relationship between China's marine economic growth and resource consumption was dominated by weak decoupling.(3)The relationship between marine economic growth and resource consumption was dominated by weak decoupling in Guangdong,Shandong,Zhejiang,Jiangsu,Tianjin,Fujian,Liaoning and Hebei;strong decoupling in Shanghai;and expanded negative decoupling in Hainan and Guangxi from 1997 to 2015.Areas with significant decoupling showed trends in spatial agglomeration in 2015,the whole was mainly distributed in weak and strong decoupling regions.The difference in the degree of decoupling was narrowed except for Guangxi and Hainan.(4)The scale effect and population effect promoted the consumption of marine resources,while the intensity effect had an inhibitory effect.However,the inhibitory effect was less than the promotion effect.Coastal provinces produced different levels of marine resources rebound.The main factor affecting the consumption of marine resources in Hebei,Liaoning,Jiangsu,Fujian,Shandong,and Guangdong was the intensity effect.The main factor affecting the consumption of marine resources in Tianjin,Shanghai,Zhejiang,Guangxi,and Hainan was the population effect,and the scale effect played a non-dominating role in the consumption of marine resources in coastal provinces,and its positive effect on the consumption of marine resources weakened gradually.
