The northern WA State in Myanmar is the traditional opium poppy cultivation area.The Chinese government's “opium poppy alternative plantation” has fundamentally curbed the sources of drugs and has obtained effective results.In order to promote the healthy development of substitution plantation,master the situation of oversea enterprises in northern WA State,and actively integrate substitution plantation enterprises into the “the belt and road initiative” construction,China has introduced a series of support measures to stimulate enterprises to participate substitution plantation to further reduce the harm of drugs and change the direction of economic development of opium poppy.However,some substitution plantation enterprise reported substitution crop area falsely for obtaining national subsidies and quota indicators.In order to resolve such problems,carrying out the verification and management of oversea opium poppy substitution cultivation,and scientificly and quantitatively deciding the type,area and spatial distribution of opium poppy substitution cultivation in the field are very important.“3S” technology was used in the paper,RS and WebGIS technologies was applied to monitor and manage opium poppy substitution cultivation,which can provide decision basis for the government to manage enterprise information and inspect enterprise.Firstly,Landsat TM/OLI remote sensing image was used as the data source,the object-oriented threshold classification was used to extract the Rubber Forest in 2007,2011 and 2017.The field investigation sample and GPS trajectory was used to verify the precision.The temporal and spatial variation and expansion trend of the rubber forest area were analyzed with topographic factors.Secondly,the system needs and feasibility analysis were conducted.System architecture design was based on the System Application layer,business logic layer,server three-tier,Webgis technology,and Java Web application Open Source Integration Framework(Struts+Spring+Hibernate).The application layer is based on the dojo underlying framework and implements the map interaction by invoking the ArcGIS API for Javascrip interface;using Tomcat7.0 as the Web application server,using ArcGIS for server as the GIS server;Select Open Source database PostgreSQL and PostGIS store attribute data and spatial data,and apply Java language to system development on MyEclipse platform.The system design and realization includes six main function modules.The basic module contains basic operation of the map and layer control module;substitution enterprise data collection of spatial data points,lines and polygon,substitution enterprise bases,schools,hospitals,verification of GPS trajectories,and enterprise planting areas.At the same time,the collected space and attribute data can also be managed,including deletion and location.Move,edit,and modify attributes,etc;The verification content module includes the basic introduction of the enterprise,the planting variety,the effectiveness of drug control and the public Welfare Project;Query statistics provides spatial query and comprehensive query display function;The remote sensing monitoring module mainly includes the status of rubber forest and the extraction of rubber plantation.The development of this system helps to monitor and manage poppy alternatives in Wa State,providing simple operations for non-GIS users and improving verification efficiency.Finally,the overall design and function realization of the system were summarized,and analyzing the advantages and disadvantages of the system in the application and forecasts development in the future.
