Based on the domestic and foreign literature,this paper defined the eco-friendly connotation and established the theory and model of eco-friendly water resources configuration by combining the theoretical research and practice with the ecological problems and important ecological protection tasks,to carry out eco-friendly water resources to the optimal allocation in Liuyang City.The main research contents were as follows:(1)The goal of eco-friendly configuration is the pursuit of the comprehensive benefit,that is,the water supply benefit minus the cost cost;the ecological friendly configuration constraint satisfies the ecological water demand,the "three red lines" and the water supply constraints.The principle of allocation for the living water demand,ecological water demand,agricultural water demand,industrial water demand one by one,while respect for water history.(2)Acted the ecological water demand as the primary constraint,determined the appropriate calculation method,according to the different areas of ecological protection objectives,to carry out the minimum regional ecological flow research.For the Liuyang urban area(?-?),the river one-dimensional water quality model method,wet week method,hydrological method and sediment velocity method were used respectively,in which sediment flow velocity method was proposed in the paper,the minimum river ecological flow calculation method..Based on the ecological protection target this area of restoring the natural river ecology,the study found that:the sediment velocity was closely related to the riverbed sediment,by comparing and comprehensiving DouGuoRen,Sand merv,zhangRui-jin formula,got the minimum ecological rate is 0.2 m/s,and the minimum ecological flow is 4-5m3/s.(3)According to the eco-friendly water resources allocation model,considering the most prominent situation of water conflicts,the water allocation of 95%guarantee rate of planning was made,and the partition of each year was 95%guarantee rate in 2020 and 2030 in Liuyang City The allocation of water,and put forward the corresponding industrial and agricultural water efficiency constraints:Liuyang City in 2020 95%guarantee rate of life,ecology,agriculture,industrial distribution of water were 72.38 million m3,16.26 million m3,449 million m3,132.41 million m3,The city's total water consumption of 670 million m3,not more than the total water flow of 724 million m3 and water supply constraints of 730 million m3,the allocation of reasonable and effective;In 2030 95%guarantee rate of the distribution of water under the various industries were 79.88 million m3,17.42 million m3,416 million m3,192 million m3,the city's total water consumption of 706 million m3,not more than the total water flow of 724 million m3 and Water supply constraints 890 million m3,the allocation of reasonable and effective.The results showed that the eco-friendly water resources disposition of Liuyang City paid more attention to the ecological disposition of water and improved the water efficiency and comprehensive benefit.It not only helped the rational allocation of water resources in Liuyang City,but also provided reference for the eco-friendly configuration of the southern region.
