Analysis Of Technological Innovation Efficiency Of Small And Medium Sized Enterprises (SMEs) Of Marine Science And Technology Based On DEA Model

Twenty-first Century is the century of the ocean.The development of marine economy is closely related to marine technological innovation.The essence of innovation is technological innovation.The marine science and technology is developing rapidly in China.The small and medium-sized enterprises(SMEs)of marine science and technology are also being established,and the scale is growing.However,because of the short development history,there is not enough technological innovation experience,and the independent innovation is less.Because of the imperfect technology innovation system of small and medium-sized enterprises of marine science and technology,most of the research on technological innovation of marine science and technology enterprises in China is almost in the large enterprise level.However,the research found that small and medium-sized enterprises occupy a considerable position inthe national economy,only because the small and medium-sized enterprises of marine science and technology have the characteristics of imperfect technology innovation system,less independent innovation and difficult financing.The technical innovation has the characteristics of high risk,high investment and long cycle.The small and medium sized enterprises of marine science and technology have limited own ability,which makes the contribution of marine science and technology small and medium-sized enterprises to the marine economy greatly.Therefore,in view of the current situation of technological innovation and the problems faced by small and medium sized enterprises in marine science and technology,this paper sets up a large number of documents,establishes a reasonable system of technological innovation and technological innovation evaluation,and carries out a theoretical and empirical analysis through the actual investigation of the technological innovation of small and medium-sized marine science and technology enterprises.In order to understand the present technological innovation status of Shanghai marine science and technology small and medium enterprises,the three major marine industrial areas in China are Bohai Economic Zone,Yangtze River Delta economic zone and Pearl River Delta economic zone respectively,while Shanghai ocean industry serves the Yangtze River Delta Economic Zone,and the pillar industries of Shanghai city are marine industries.Therefore,thetechnological innovation development situation of small and medium-sized enterprises in Shanghai is based on the situation of technological innovation and development.And existing problems,we can put forward specific and feasible policy recommendations to promote the technological innovation development of Chinese marine technology SMEs.First of all,this paper defines the concept of small and medium sized enterprises in marine science and technology by the methods of literature summary,enterprise interview and conference discussion and exchange,and finds out the existing problems in the development of small enterprises in marine science and technology through the study of the current situation of the development of marine industry and the status of technological innovation of small and medium-sized marine science and technology enterprises.Secondly,according to the construction of technical innovation evaluation system of small and medium sized enterprises,the selection of technical innovation index of small and medium-sized marine enterprises and the evaluation system of technological innovation of small and medium enterprises in marine science and technology are constructed.Then,to identify marine research SMEs,interviews and questionnaires were sent out,using the DEA model analysis method(DataEnvelopment Analysis),the effectiveness of the technological innovation ability of 18 SMEs in Shanghai is analyzed.The results are as follows: 11 enterprises are effective for DEA,7 enterprises are non DEA and more than half are valid for DEA,which shows the overall development trend of technological innovation of small and medium-sized enterprises in marine science and technology.Finally,according to the present situation of the development of technological innovation of Shanghai marine science and technology small and medium-sized enterprises,because Shanghai is located in the Yangtze River Delta Economic Zone in the three major marine industrial areas,the development of the small and medium-sized marine science and technology enterprises in Shanghai has a certain reference to the development of the National Marine Science and technology medium and small enterprises.Finally,it puts forward feasible policy suggestions.
