This paper takes Heilongjiang 904 hydrogeological engineering Geological Survey Institute(Heilongjiang 904 water survey Institute for short)as the research object,uses the performance appraisal related theory,carries on the detailed analysis to Heilongjiang 904 water survey Institute's present situation,designs the performance appraisal plan which suits the enterprise long-term development.This paper first introduces the theory of performance appraisal,focusing on four aspects: target management,balanced scoreboard,key performance index and 360 degree performance appraisal,then analyzes the general situation of enterprises and the current situation of performance appraisal in Heilongjiang nine hundred and fourth water survey Institute,for example: the thought of employees is not valued,the evaluation index is not reasonable and the evaluation standard is not perfect.Secondly,according to the excellent experience of the performance appraisal program of the Survey Institute of the Province A,this paper aims to optimize the design of the performance appraisal program of the Institute of Geological Survey of Heilongjiang Province,and evaluate it in five performance indexes,including functional objectives,personal performance,attitude towards work,routine performance and satisfaction performance indexesIn order to guarantee the effective implementation of the program,detailed preparations were made before the implementation of the assessment,to raise the importance of the staff from the ideological level,according to the needs of the staff to develop a reasonable training plan to upgrade personal skills and literacy,to collect a large number of data to ensure the authenticity of the assessment.When the evaluation plan is implemented,the evaluation index system is classified into different levels of indicators,which is divided into several levels according to the different evaluation objects.The first and second levels of indicators are all common,and then divided into three levels of indicators according to the different functions of the different objects.At the same time,strengthening communication between the staff is conducive to theimplementation of performance appraisal,good results of the collection of feedback.Finally,in order to better guarantee the effective implementation of this performance appraisal scheme has made sufficient preparation,this paper put forward concrete safeguard measures and improvement direction,to provide basic guarantee for the diversification of enterprises.
