In the PPP project of shantytown reconstruction,public and private parties provide products and services for the public based on specific objectives and cooperation methods.Compared with the traditional government led model,the PPP model can expand the sources of social funds and reduce the financial burden of the government;enhance the professionalism and innovation of project management and improve project performance;and expand the investment channels of social capital To promote regional economic development.As there are many stakeholders involved in the PPP project of shantytown reconstruction,besides government departments and private capital,the residents to be demolished are also involved.Secondly,the process of PPP project of shantytown reconstruction is miscellaneous,and the construction cycle is long.In the whole life cycle of PPP project of shantytown reconstruction,the risk factors that may exist are complex and diverse,dynamic and relevant,so it is effective to the project Risk identification and control is of great significance to ensure the smooth implementation of the project and improve the project performance.Based on the perspective of project performance,this paper studies the impact of risk management and control on project performance.WBS-RBS method is used to identify the risk factors that may exist in the whole life cycle of PPP project of shantytown reconstruction,so as to summarize the identified risk factors and establish the project risk index system.In order to improve project performance,this paper analyzes the relationship between various risk factors that affect project performance.Based on the principle of system dynamics,this paper constructs a system dynamics model of PPP project risk impact on project performance,including quality risk node subsystem,schedule risk node subsystem,safety risk node subsystem,cost risk node subsystem,expected income risk node subsystem and contract risk node subsystem.Project risk is attributed to these six nodes Act on project performance.Based on the case study of a shantytown reconstruction PPP project in Huainan,Anhui Province,the impact of different node risks on project performance in time dimension is obtained.Through sensitivity analysis and impact path analysis,this paper studies the effectiveness of risk management and control(reduction of risk value)on project performance improvement and the transmission path of risk management and control on project performance,obtains the key risk factors that affect project performance and verifies the dynamic and correlation characteristics of PPP project risks in shantytown reconstruction,and proposes the targeted system as a unit Risk management and control measures.In this paper,various risk factors that affect the project performance are brought into the organic system of information transmission and feedback,which provides ideas for the analysis of the impact of project risk on project performance and the relationship between project risks,and thus provides a scientific and reasonable basis for the formulation of risk management and control strategies in the whole process of shantytown reconstruction PPP project.
