Research On Construction Of Municipal Land Resource With "One Map" And The Comprehensive Supervision System Of Luoyang City

The data of territorial resources contains lots of content and varies of types.With the continuous development and progress of computer science and geographic information technology,the development and construction of territorial resources "one map" with its comprehensive supervision system have become the necessary way for the scientific development of territorial resources management.By collecting,preprocessing,merging and updating the data of land,vegetation,water and mineral resources in the urban area,we could construct the data resources system structure of territorial resources information and formulate the corresponding data standards of collection,preprocessing,fusion,updating,management and maintenance according to the application requirements.And from this,the database of territorial resources "one map" could be formed to rationally and effectively apply the current achievements of the territorial resources information construction,to realize the effective integration of territorial resources,and to make the development and extensive use of territorial resources.Based on these techniques,scientists could produce valuable,comprehensive and deep level information for territorial resources management and decision-making,provide powerful data support for the steady and continuous development of society and economy in the new era and the national territorial resources optimization,which might ensure the effective management of territorial resources,meet the construction need of service decision information engineering,and yield the greatest returns on the territorial resources scientific data resources.The main contents and accomplishment of this dissertation are as follows:1 In this research,we analyzed the current research progress on domestic and international territorial resources management and the existing problems in relevant research work.We also clarified the significance of the development and construction of city level "one map" along with its comprehensive supervision system.In addition,we built the general framework and functions of territorial resources "one map" with its integrated supervision system.In view of the current situation of territorial resources information construction,we pointed out that the common problem lied in the large amount and wide variety of territorial resources data,which was the key and difficult point to compile the relevant technical standards and to improve the data exchange and update mechanism of the core database.2 The research foundation of the city level "one map" along with its comprehensive supervision system is the territorial resources data.In this paper,the source and characteristics of the land data were analyzed in detail according to the city needs.At the same time,based on the relevant supervision business situation,we carried out the detailed classification and gradation of the functions required by the comprehensive supervision system,and discussed the construction content,overall framework and key technology of the territorial resources "one map" with its comprehensive supervision system.3 The territorial resources data standard is the important support and guarantee of the data center.In this research,we designed the overall frame structure for the core data of territorial resources "one map",and accomplished the work of planning and integration by methods of data acquisition,preprocessing,classification and integration and real-time updating.We also provided a unified data management branch environment.4 By pick-up processing and comprehensive analyzing all kinds of information,scientists could obtain comprehensive research data,which is the main basis for territorial resources decision making.This research solved the problems of data sharing and comprehensive application through the integration of many kinds of data such as basic geographic data,urban cadastral data,land registration data,image data and so on.The structured design and construction of the city level territorial resources "one map" database system can achieve a variety of spatial analysis,real-time statistics,decision planning and comprehensive utilization.5 We used Microsoft Visual C# and ArcGIS9.3 to develop territorial resources "one map" with its comprehensive supervision system.We designed the overall functional framework of the system,and realized the construction map whole course supervision subsystem,the land law enforcement dynamic inspection subsystem and the comprehensive national territorial resources information analysis system.Through the case analysis of the land use structure,area ratio and amount of cultivated land in Luoyang,we verified the effectiveness of the "one map" and its comprehensive supervision system on the territorial resources rational utilization.The experimental results showed that the system had implemented the effective distribution and application of the existing territorial resources data information,and developed the internal information of the data to the maximum extent.It has a good application prospect and research value.
