Study On The Improvement Of Marine Disaster Emergency Plan Management In Guangxi

Marine disaster is one kind of Public emergencies;it causes or possibly causes the significant personnel casualty,property damage,environmental damage and serious crimes against society..On the basis of the research,this paper makes a deep analysis on the characteristics and laws of marine disasters that have occurred in Guangxi' sea,and combines the existing Guangxi marine disaster emergency plan to conduct a comprehensive analysis and put forward some feasibility suggestion for the management of Guangxi marine disaster emergency plan in Guangxi Zhuang Autonomous region.The marine resources are very rich in China,and the sea area is about 3 million square kilometers.The marine disasters have had a very serious impact every year on the development of China's coastal economy,society and people's daily life.The economic and trade of coastal cities are usually more developed.Due to the frequent occurrence of marine disasters,the economic losses of some coastal cities are relatively heavy.According to statistics,the types of marine disaster in Guangxi include:storm surge,waves,algae bloom,seawater intrusion and soil salinization.From 2011 to 2017,the storm surges caused direct economic losses about 4.285 billion Chinese Yuan,and the affected population was about 3.779 million(Not included 2011 and 2017).Based on these situation,the Guangxi marine authority analyze the causes,distribution,hazards,basic characteristics and time laws of marine disasters,carry out marine observation and forecasting,disaster prevention,hidden dangers investigation and disaster reduction,timely release disaster early warning,participate emergency disposal of major marine disaster and further strengthen the prevention and control of marine disaster risks.At present,the Guangxi marine disaster emergency plan in not perfect.In many cases,once a series of marine disasters have occurred in the coastal areas,the government and management personnel will deal with them according to the existing plan.The result is still caused some negative effects for local economic and social development and marine ecological environment.At present,there are still some problems in Guangxi marine disaster emergency management measures to be further studied.The main research of this paper is to analyze the existing problems in Guangxi marine disaster emergency management system.On the basis of analysis,some examples and some experiences in the field of over-defense are used to perfect the marine disaster prevention measures in Guangxi at the present stage,so as to ensure the safety of people's lives and property.Therefore,in the process of research,this paper mainly analyzes the situation of marine disaster prevention and mitigation in the coastal areas of Guangxi from several aspects:the first aspect is the marine disaster emergency response system,the second is the marine disaster emergency mechanism.The third aspect is the legal system of marine disaster emergency and the construction of marine disaster emergency plan.Studied Guangxi marine disaster risk prevention measures based on the above four aspects,and improved marine disaster emergency management system and concept in various regions of Guangxi.When establishing a complete marine disaster prevention system,the first thing to do is to set up a comprehensive marine disaster emergency management department in Guangxi,and on this basis,establish a marine disaster emergency operating system includes marine disaster emergency headquarters,special emergency department,emergency operations department,disaster prevention and mitigation office and local governments.The second thing to do is to arrange appropriate personnel to patrol and monitor marine disasters in specific areas.Guangxi is located in the coastal areas of southern China and is deeply affected by marine disasters,so the study of this paper has certain significance for the management of marine disaster plans in Guangxi.
