In various disasters,the earthquake has been in the first place for a long time,because of its suddenness,devastating and irresistible.Because it is impossible to predict earthquakes in the current science and technology,so that the ongoing production and life of human beings is still in an embarrassing situation of passive resistance in the face of unpredictable earthquake catastrophe.The people's expectations and demand for earthquake public safety are growing.The state's response to emergencies such as earthquakes has gradually shifted from post-disaster relief to pre-disaster prevention,from reducing disaster losses to disaster risk reduction.This puts higher demands on pre-disaster measures.The focus of the earthquake prevention and disaster reduction work under the new situation is how to achieve this transformation.The earthquake early warning technology utilizes the time difference between the electromagnetic wave propagation velocity and the seismic wave propagation velocity after the earthquake occurs,and releases warning information to the public and important projects before the arrival of the destructive seismic wave.This is an advanced technical means to achieve pre-earthquake measures.This thesis studies the construction process management of the Guangxi Earthquake Intensity Rapid Report and Early Warning System Project(Nanning Subproject).Analyze the management problems existing in the construction,start-up,implementation,and closing stages of the project life cycle,through the use of project management functional areas and core technical knowledge.In view of the difficulty in hierarchical management of government investment projects,the deviation of implementation process from planned control,and the imperfect process management system,management strategies and suggestions are proposed based on the characteristics of science and technology projects.Improve the level of feasibility demonstration by conducting research on social needs and implementation conditions in the early stage of the project;After the project is started,the post responsibility investigation system will be established,and the target achievement evaluation and evaluation mechanism and communication and coordination mechanism will be introduced,so that the efficiency of hierarchical management and division of labor will be improved;A one-time whole experience is implemented at the end of the project.Promote progress in the application of results by establishing an acceptance evaluation mechanism.This will serve as a reference for other seismic science and technology projects or for the management of public service projects for earthquake prevention and disaster reduction.
