Research On Spatio-temporal Difference Of Marine Eco-efficiency And Identification Of Its Response Relationship With Marine Industrial Structure In China

The marine plays an critical part in the development of China,it has become an important driving force and core highlight of development under the new normal.With the further development of the marine economy,the coastal provinces have formed a more reasonable marine industrial system.At the same time,the ecological problems of marine are even more remarkable.Following the construction of ecological civilization,the report of the19 th National Congress has placed the construction of a marine ecological power in the modern economic system,which further reflects the country's strategic concept of building a marine ecological civilization.Improving marine eco-efficiency and efficient development of marine economy has become an important breakthrough in the sustainable development of the marine economy.Firstly,this paper combs the marine eco-efficiency and marine industrial structure related literature,and establishes marine eco-efficiency evaluation from the perspective of eco-efficiency.Datas of 2001-2015 are used as the tesearch sample.In order to explore the spatial and temporal differences of marine eco-efficiency in China and its influencing factors,this paper uses super-efficient DEA modeld and standard deviation ellipse model.The Tobit model is used to regress influence factors which impact marine eco-efficiency.Finally,the VAR model is used to analyze the marine industry structure and marine ecological efficiency by impulse response,to explore its relationship with the marine industry structure response.The conclusions are as follows: marine tertiary industry of coastal provinces in China accounts for a large proportion of marine production,and shows a growth trend during the study period;the structural entropy of marine industries declines in most provinces,indicating that the development of marine industries in these provinces is stable.The marine eco-efficiency is generally ineffective.The years when marine tertiary proportion is high,the marine eco-efficiency relates highly.The center of gravity of marine eco-efficiency generally shows a northward moving trend,indicating that the northern marine eco-efficiency develops faster than south.For the influencing factors of marine eco-efficiency,government support has nothing to do with marine eco-efficiency;the level of marine economic development,the level of marine industrial structure,the level of marine science and technology human capital input and the intensity of marine environmental governance are positively correlated;the level of land economic development and energy consumption and the degree of opening-up incoastal areas are negatively correlated with marine eco-efficiency.Based on the impulse response resules of coastal provinces,it can be concluded that the impact of marine industrial structure on marine eco-efficiency in all provinces has finally stabilized.With the changes ang stabilizes of marine industry structure of China,its impact on marine eco-efficiency is declining.In the variance decomposition part,the marine industrial structure upgrading of coastal provinces has a higher contribution to the decomposition of marine eco-efficiency variance,and shows a growth trend,indicating that the upgrading of marine industrial structure has a certain effect on the improvement of marine eco-efficiency.
