Research On The Impact Of Marine Industry Structure Adjustment On Marine Economic Growth

The 21 st century is the century of the sea.With the development of science and technology,the limits of land resources have been explored.For the continuation of human survival,countries around the world have begun to turn their eyes to the bottom of the sea,because the seabed is rich in resources,especially in the new energy,new materials.China is a land and sea amphibious country with a natural geographical advantage.The marine land area is 3 million square kilometers and is rich in mineral resources.The development and utilization of marine resources will be a new round of world competition.In order for China to stand out in the new round of competition,it is necessary to accelerate the development of China's marine economy.At the same time,the 19 th National Congress report stated that we must adhere to the overall plan of sea and land and accelerate the construction of a maritime power.General Secretary Xi Jinping emphasized that "developed marine economy is an important support for building a maritime power,and it is necessary to improve the capability of marine development,expand the field of marine development,and make the marine economy a new growth point." This means that at the national level,the development of the marine economy will undoubtedly bring new growth points to the economies in transition.Industrial structure and economic growth have always been the focus of scholars at home and abroad.From the traditional theory of economic growth to the current structuralist view,it has been thought that economic growth can be achieved as long as the production factors such as labor and capital increase or technology increases.It is a long process of exploration to discover that changes in the industrial structure will also promote economic growth.The effective adjustment of the industrial structure will rationally allocate resources,improve labor productivity,adapt the supply structure to the demand structure,and promote the economic development.China's marine economy is in its infancy.If we attach importance to the adjustment and improvement of industrial structure at this time,it will contribute to the efficient development of the future marine economy.This article is mainly divided into seven parts.The first part is to explain the background of the topic,the theory and practical significance of the topic.Secondly,it introduces the research content,the article framework and the research methods,and finally points out the innovation and deficiency of this paper.The second part is thetheoretical basis of this research.It clarifies the concept of industrial structure and economic growth,sorts out the research theories about economic growth in the academic world,and also analyzes the internal mechanism between industrial restructuring and economic growth.The third part is to summarize the relevant literatures at home and abroad,and to understand how the academic research on industrial restructuring and economic growth is progressing.The fourth part is the analysis of the evolution of China's marine industry structure.This part analyzes the evolution of China's marine industry structure from three aspects: three industrial output value structure changes,three industrial labor structure changes and three industrial structure deviations.A more comprehensive understanding of the current situation of China's marine industry structure.The fifth part is the descriptive analysis of the structural adjustment of the marine industry.Firstly,it analyzes and selects more reasonable measurement indicators.Secondly,it calculates the degree of adjustment of the marine industry structure in China from 2005 to 2015,and compares it with the US data.A more comprehensive understanding of the degree of structural adjustment of China's marine industry.The sixth part is an empirical analysis between China's marine industry structure adjustment and marine economic growth.With the rationalization and advancedization of industrial structure as the independent variable,the scientific research topic of marine scientific research institutions is a supplementary explanatory variable(used to represent the degree of advancement of marine science and technology)to carry out multiple regressions on the marine economy.The multiple regression of the marine economy reveals that the rationalization and advancedization of China's marine industry structure has a positive effect on China's marine economy.Although its coefficient has not passed the significance test,it can also be known through its cointegration equation.For every 1% increase in the rationalization and advancedization of the marine industry structure,the marine economy will increase by 1.87% and 2.96%respectively;for every 1% increase in the auxiliary variable of the scientific research topic of marine scientific research institutions,the marine economy will increase by0.76%.The seventh part is the conclusion and suggestion of this paper.According to the results of empirical analysis,this paper believes that the structural adjustment of the marine industry will contribute to the growth of the marine economy,and gives five suggestions for the problems existing in the structure.The measurement of industrial structure adjustment is no longer the proportional relationship between the three industries,and it is subdivided into two indicators:rationalization and advancedization of industrial structure.The index of this subdivision is compared with the previously roughly calculated index.There is a qualitative difference in the analysis of the problem.Moreover,the indicators in this paper are selected through comparative analysis and are more reflective of the reality.Since China has adjusted the statistical classification and indicators in 2005,in order to ensure the consistency and continuity of the data,this paper only uses the data in the 2006-2016 China Ocean Statistical Yearbook.Therefore,the scope of the study did not run through the entire process of the entire marine industry structure change.In the study of the adjustment of the marine industry structure,only the labor structure of the threeindustries in the ocean has been studied.The internal labor structure of each industry has not been studied,mainly due to the lack of detailed data on sea-related employment,which needs to be further explored in the future.
