With the rise of a new round of technological change and industrial revolution,the world's major economies have begun to formulate and implement innovation strategies and manufacturing power strategies.High-tech manufacturing industry,as an industry with high value-added,high spillover and high innovation,has become an important field of international competition and cooperation in the future.At the same time,in the face of increasingly fierce international competition in science and technology and trade protectionism,how to develop high-tech manufacturing industry has become an urgent problem to be solved.Initially to the total factor productivity theory research mainly from the macroeconomic perspective of "growth accounting",and according to industry characteristics of heterogeneity,and the development of the total factor productivity research,specifically for total factor productivity change situation of High-tech Manufacturing Industry.This paper select " High-tech Manufacturing Industry " as the research object,based on industry economics,technical economics and development economics and other related theory,the construction of the three stage DEA-Malmquist model,measure analysis of 30 provinces and cities in our country high technology manufacturing total factor productivity change during 1996-2016 and its regional differences,among them,mainly based on the time and space,the static and dynamic four dimensions to explore China's High-tech Manufacturing Industry production efficiency of power source,research and analysis the external environmental factors affecting the development of High-tech Manufacturing Industry in our country.Especially in the third phase analysis by using regression analysis in the second phase of similar SFA panel after homogeneity to adjust inputs,after eliminating the external influence of environmental factors and random factors of new Malmquist productivity index,and better for our government to develop high-tech Manufacturing Industry technical policy and optimize the structure of manufacturing industry to provide constructive suggestions.The main research conclusions of this paper mainly include the following four:First,China's high-tech manufacturing industry has significant regional differences in total factor productivity growth.The eastern region has the highest growth rate of total factor productivity,while the western region has the largest fluctuation in total factor productivity growth,which is also affected the most by environmental factors and random factors.However,the trend of total factor productivity growth of high-tech manufacturing industry in the eastern and western regions tends to be consistent.Second,the total factor productivity growth rate of China's high-tech manufacturing industry mainly comes from technological progress,and the contribution of scale efficiency in technical efficiency is larger than that of pure technical efficiency.In addition,the total factor productivity growth of high-tech manufacturing industry in China tends to slow down.In several stages with high fluctuation of total factor productivity growth,the source of fluctuation is sometimes technological progress and sometimes technological efficiency change.Third,total factor productivity growth of high-tech manufacturing industry in China is affected by external environmental factors and random factors.After eliminating the environmental factors and random factors,the total factor productivity growth of high-tech manufacturing industry in China has changed significantly,and the overall level has declined.The central and western regions are affected by the decline to varying degrees.In addition,after removing random and environmental factors,total factor productivity of high-tech manufacturing industry fluctuates greatly in different periods.Fourthly,in the total factor productivity growth of high-tech manufacturing industry in China,management factors have less influence and are greatly influenced by random factors.Environmental factors has a significant effect on input relaxation measuring tool,opening to the outside world level obviously conducive to high technology manufacturing total factor productivity growth,the more the number of industry enterprises for high technology manufacturing total factor productivity growth,the higher the level of economic development may increase the input variables of redundancy,cause the waste of resources,government support levels will also to a certain extent caused by input redundancy.
