The Central Economic Work Conference clearly pointed out that the focus is on using technological innovation and scale effects to form new competitive advantages and to cultivate and develop new industrial clusters.Industrial agglomeration is an important feature of the development of high-tech industries.On the one hand,it can help the effective accumulation of innovative elements such as talents and technologies in space,drive the opening and upgrading of high-tech industries,and on the other hand,promote technology through agglomeration effects.The spillover between industries has led to an increase in the total factor productivity of high-tech industries.Therefore,research industry agglomeration can be an important entry point to explore the improvement of total factor productivity.The eastern part of China is a region with a high degree of manufacturing,foreign investment,and human capital agglomeration,attracting China's high-tech industries to the east,and in the process of agglomeration,due to the economic base,talent structure,policy environment,and resources among different provinces.There are different degrees of differences in factors such as endowments,which encourage high-tech industries to gather in more developed cities.However,excessive agglomeration hinders the spillover effect of technology.Therefore,in the process of promoting industrial agglomeration,attention should be paid to the high and rationalization of industrial agglomeration,which can effectively exert the technological spillover effect of industrial agglomeration and promote the improvement of total factor productivity of high-tech industries in the eastern region.High-tech industries have the commonality of high R&D intensity and high proportion of scientific and technological personnel.However,there are significant heterogeneity among different high-tech industries.Based on this,this paper establishes provincial-level panel data of high-tech industry in eastern China from 2005 to 2016,and attempts to explore the heterogeneity of the impact of industrial agglomeration on total factor productivity.First of all,on the basis of collating relevant research,it sorts out the mechanism of the influence of industrial agglomeration on total factor productivity.Secondly,it analyzes the characteristics of specialized agglomeration,diversifiedagglomeration and total factor productivity of high-tech industries such as pharmaceutical manufacturing,aerospace manufacturing,electronics and communication equipment manufacturing,medical equipment and instrumentation manufacturing in eastern China.Thirdly,an empirical analysis of the impact of five high-tech industry agglomerations on total factor productivity.The final research results are as follows:(1)The high level of high-tech industry in the eastern region is high and the overall trend is rising;(2)there are industry and regional differences in the level of high-tech industry specialization in the eastern region;(3)high-tech industries in the eastern region Factor productivity showed a downward trend,and the gap between industries increased;(4)There was a non-simple linear relationship between high-tech industry agglomeration and total factor productivity in the eastern region.Finally,based on the above series of research results,the policies and recommendations that can effectively use the agglomeration to increase the total factor productivity are given.
