Natural resources have been the basic production factors for the development and construction of China's economy.However,the extensive mode of industrial economic growth has exposed many drawbacks and problems gradually,the most heavy cost of which is the great consumption of natural resources and serious damage to the ecological environment.Facing the environment pressure and the end of the era of rapid economic growth,the key point of sustainable development in China is how to make natural resource development the "Engine" of regional economic development under the new economic situation and avoid falling into the trap of resource advantage at present.In this context,the paper theoretically and empirically discussed the environmental constraint threshold effect of natural resource development on economic growth.Theoretically,based on the FMS model of Futagami Koichi,Morita Yuichi,Shibata Akihisa,introducing government departments with environmental constraints as their main functions into the endogenous economic model and building a regional economic system consisting of four departments,including natural resources development department,final product production department,R&D department and government department.Through the dynamic equilibrium analysis of market competition and the comparative static analysis of steady-state solution of the model,and combined with certain assumptions,the mechanism that the impact of natural resource development on economic growth is subject to the level of environmental constraints is deduced and the corresponding theoretical propositions are put forward.Empirically,using the panel data from 2000-2015 to establish a threshold regression model to detect whether the impact of natural resource development on economic growth has the threshold effect of environmental constraints at the national and regional levels respectively? If so,a comparative analysis of the specific environmental constraint level in the presence of "Resource Curse" and "Rsource Gospel",the results show that:(1)In general,the impact of natural resource development on economic growth has the threshold effect of environmental constraints.In other words,the level of environmental constraints on the economy to overcome the "Resource Curse" to achieve economic growth in the extreme point,the size of the extreme point depends on the output of new technologyresearch and development.(2)From the perspective of the whole country,the threshold of environmental constraint presents "U" curve relationship,which means that the level of environmental constraint breaks through the "Resource Curse" effect after passing the specific threshold of 30.30.(3)From the perspective of the local areas,the threshold of environmental constraint presents "N" curve,which means that the environmental constraint level only shows a "Resource Curse" in the range of 33.40~33.50,while at other levels it shows a "Resource Gospel" effect.(4)The exploitation of natural resources has an "Crowding-out" effect on the progress of scientific research and development.(5)The input level of manpower capital and corporeal capital produces effect to economic growth.(6)The government's "punishment mechanism" for the production sector hinders economic growth,while the "reward mechanism" for the technical sector has an uncertain impact due to the difference in research background.
