With the development of offshore oil resources exploitation and the marine transportation industry,marine oil spills have occurred frequently.Marine oil spills happen randomly and accidentally,and will cause devastating effects on marine ecology,fish farming,coastal environment and surrounding residents.Marine oil spills have become one of the most serious problems of global marine pollution.The scientific decision-making and efficient disposal for marine oil spill emergency is the key to reducing the risk of marine oil spill accidents.Therefore,the way to improve the capabilities of marine oil spill emergency decision-making and the efficiency of emergency response is an urgent problem for the relevant departments of maritime emergency response.With respect to the lack of cross-departmental and inter-regional linkage and the lack of emergency command function in the current marine oil spill emergency decision-making system,this paper focuses on the researches of emergency command information interaction platform,emergency resource management,emergency resource scheduling and auxiliary decision-making system.The main work in this paper includes1.To meet requirements of the emergency command and auxiliary decision-making system for marine oil spill,the hardware architecture based on B/S structure across heterogeneous terminal networks is designed.The system uses mobile,WIFI and broadband networks for data transmission,which achieves real-time communication of emergency personnel in different units through Web browsers.The software architecture is designed by using the front-end separation design mode,which includes the view layer,the business layer and the persistence layer.The functional module division of the system and the design of the database are completed2.According to the software architecture of the system,the design and implementation of the main modules such as emergency resource management,emergency command,emergency response plan decision and emergency material dispatch are completed.To meet the demands of the emergency resource management module,the emergency personnel,emergency team,emergency materials,emergency plan and other emergency resource information management are completed.The modules are displayed by maps,and data report is provided to facilitate emergency commanders to acquire the real-time information of the emergency resources.The XMPP protocol and WebRTC-related technologies are used to realize the instant communication and video conferencing function of marine oil spill emergency.The fuzzy comprehensive evaluation and the shortest time emergency resource scheduling model are used to develop the emergency response plan decision and emergency material dispatch module,which assists the emergency command personnel to make the emergency disposal plan and emergency resource dispatching plan.The system testing results show that each module of the system can realize the functions of the emergency command and auxiliary decision-making system for marine oil spill.The system provides a real-time information sharing platform for several emergency departments,which improves the efficiency of emergency decision-making and emergency response.
