Sponge city is a new concept put forward by modern city construction.After the city is rebuilt by sponge,it will be improved in different degrees from the water environment,water security,water ecology,water resources and other dimensions.PPP(Public-Private-Partnership)model is now commonly used in the construction of sponge cities in China.SPV(Special Purpose Vehicle)company is the product of PPP model.At present,when SPV company is dealing with the risk of sponge city construction management,because of insufficient understanding of risk management,it brings unfavorable factors to project management.After collecting sufficient theoretical data on risk management,risk identification and risk analysis of sponge city construction at home and abroad,this paper chooses sponge city of Q city as the research object,identifies the risk of sponge city construction of Q city systematically,and then combs the risk points systematically with risk identification tools.Secondly,by organizing experts to evaluate the risk of SPV company in sponge city construction period,using intuitionistic fuzzy analytic hierarchy process(IFAHP)to process the original score data,and according to the weight assignment,get the high and low risk of evaluating various impact factors.Finally,risk coping strategies are made by choosing different forms of risk aversion,risk sharing,risk transfer and risk acceptance.To provide SPV company with specific solutions in the process of sponge city construction.
