Research On The Marine Economic Development Efficient Evaluation And Countermeasures On Shandong

Since 18^th CPC National Congress,ocean economic strategy is gradually increased as the national strategy,being the construction of the important stages of Marine power.The government of Shandong province positively response the national Marine development plan,putting forward the construction of Marine economic development demonstration area.In Shandong there are abundant resources and technology strength,but still with many problems,for example,the Marine industrial structure and layout is unreasonable,extensive way of the Marine resources development pattern,Marine ecological damage,and so on.So the Marine economy of Shandong province should not only focus on Marine economy rise in quantity,but also pay more attention to promoting the efficiency of Marine economy,namely in quality.In this paper,the research will be of great significance.This paper through a large number of research at home and abroad on Marine economy and efficiency,are summarized and found that Data Envelopment Analysis?DEA?method is practicable with feasibility and reliability,selects the DEA and super efficiency DEA and Malmquist Index to operate efficiency evaluation.Secondly,building the evaluation index system according to the selected model,there is a comparison between Shandong and other coastal provinces about green sea economic efficiency,Shandong almost at the bottom.And the efficiency in Shandong showed a slight decline.However,total factor productivity is characterized by a steady rise,mainly due to the rise of efficiency technical progress bringing more than the fall of technical efficiency.And then through qualitative and quantitative analysis,Grey Relational Analysis,the paper digs out the influence factors of the efficiency of Marine economic development and rank.The results show that the transformation of scientific and technological achievements and the effects of environmental governance are the most closely factor.Second factor is industrial structure and scale in Marine.Then the factor is the active port economy.The last government financial support to the Marine institutions also have very big correlation.So in order to improve efficiency of Marine economy development in Shandong,this paper combining with the existing problems in the development of Marine economy in Shandong,and the factors affecting the efficiency of the development of Marine economy analysis,firstly put forward to promote Marine science and technology innovation ability and cultivate talent team to improve the realistic productivity,that is a big key points.Second returning to protect Marine ecology.And then we should pay attention to optimize the structure of Marine industry,with a focus on the Marine fisheries to upgrade and expand in emerging markets,in order to improve efficiency.Finally to effective integration of Marine resources in the province,so as to realize the sustainable development of Marine economy,thus to improve the efficiency of Marine economy development in Shandong province as a whole...
