In recent years,with the development of China's economy and the improvement of people's living standards,people put forward higher requirements for their living environment.They not only pay more attention to the impact of production activities on the natural environment but also increasingly realize that invaluable assets need to be based on lucid waters and lush mountains.The existing single economic index evaluation has not been able to meet the need of people to measure the efficiency of production activities.It is necessary to comprehensively consider the influence of internal factors of production activities and environmental governance as well as their correlation structure on efficiency to evaluate green production efficiency.In this way,the key factors affecting green production efficiency can be found to provide theoretical support and guidance for green production.Among green production efficiency evaluation methods,the network DEA model is the focus of Data Envelopment Analysis.The network DEA model can not only calculate the efficiency of each stage but also analyze the interaction between each stage of green production.Thus,it provides an opportunity to solve the efficiency evaluation of complex network structures.Therefore,the topic of the paper has theoretical and practical significance.According to China's economic development models,this paper uses the DEA theory to build the network structure of the economic development system which consists of economic production stage and environmental governance stage and green production efficiency evaluation index system.Then the Network SBM model and the Network Global Malmquist-Luenberger Index are established.The green production efficiency measurement method is improved by opening the previous single-stage DEA model to encapsulate the "black-box" of each DMU.This paper takes 30 provinces of China as the research object,calculates their efficiency of the system and each stage during the 11 th Five Year Plan and the 12 th Five Year Plan to find the fundamental driving factors that affect the change of green production efficiency in China.Finally,according to the calculation results,combined with the geographical location,economic development models,policies and regulations and other pragmatic factors of each province,the corresponding green economic development strategies are proposed.
