There is a serious water resource shortage in the North China Plain,and agricultural production with huge water consumption plays an important role in the economy of the North China Plain.In order to maintain economic development,long-term over-exploitation of groundwater has led to serious imbalance of groundwater recovery and the groundwater level has dropped year after year.In response to the serious problem of over-exploitation of groundwater,the No.1 Document of the Central Committee in 2014 required "the preliminary pilot work on comprehensive management of groundwater over-exploitation in Hebei Province in North China".As a pilot county for comprehensive management of over-exploitation in Hebei Province,Cheng'an County has basically achieved its governance objectives and improved groundwater environment since the implementation of the comprehensive treatment plan in 2014.However,different measures in the implementation of the mining plan will cause economic benefits and damage.Unfair,it is necessary to carry out appropriate ecological compensation.In order to fully mobilize the initiative of farmers to participate in groundwater pressure mining,this paper analyzes the compensation requirements of existing pressure mining measures,studies the establishment method of ecological compensation standards for groundwater pressure mining,and obtains reasonable compensation standards for typical pressure mining measures.Conclusion:The ecological compensation mechanism for comprehensive management of groundwater over-exploitation in Cheng'an County is measures for groundwater over-exploitation in Cheng'an County in 2014 and its implementation scope were collected.The implementation of various measures and the implementation effects(including the implementation area and pressure water production)were analyzed.In the implementation of measures,the problems of non-equivalence of input and income have chosen the key adjustment research obj ects of agricultural planting structure adjustment measures with obvious compensation demand as Eco-compensation.(2)Based on the theory and method of research on Eco-compensation of surface water protection in the basin,combined with compensation principle,compensation of subject and object identification,reasonable determination of Eco-compensation method,basic calculation method of Eco-compensation standard and financing method of compensation fund,the groundwater pressure mining is proposed.The basic framework of the Eco-compensation mechanism.(3)In view of the lack of theoretical and computational basis for the current fixed compensation standards,and the inability to fully mobilize the participation of farmers in the implementation of groundwater pressure measurement measures,the cost analysis method is used as the basis for the calculation of basic compensation standards,combined with the urban development coefficient(determined by the Pearl growth curve and The Engel coefficient),the completion of the mining target(implementation area and pressure mining quantity),and the annual drought index(SPEI)of the pressure mining implementation establish a calculation model of the incentive compensation standard.(4)Taking the calculation of Eco-compensation standard for agricultural planting structure adjustment measures in Cheng'an County as ayuan n example(implementing area of 6,000 mu),it is concluded that the opportunity cost of agricultural planting structure adjustment for farmers in Cheng'an County in 2014 was 3.385 million as the basic compensation standard;Analysis of SPEI changes in Cheng'an County from 1960 to 2014,the drought correction coefficient was determined based on the weighted average-0.013,the rural development index of the Bengbu City was obtained by the Pearl growth curve and the Engel coefficient,and the absolute difference between the two was calculated.The incentive compensation standard for planting structural adjustment measures in Cheng'an County in 2014 was 110,300 yuan,and the total compensation standard was 3,349,600 yuan.
