Under the background of economic globalization, the development of the global logistics industry has undergone profound changes and received more and more attention. As an important part of the global logistics transportation system, the civil aviation transportation in dustry is playing an increasingly important role, especially in international and domestic transportation of long-distance and high-speed.The annual global statistics compiled by the International Civil Aviation Organization show that aviation business in Asia Pacific has always been the largest region since 2012.Therefore,the efficiency and resource allocation quality of airlines in the Asia Pacific region are directly related to the stability and sustainability of the global civil aviation industry. At the same time,as the demand for civil aviation transportation is increasing,CO2 emission is also rising.Aviation industry practitioners generally believe that reducing the harm of carbon dioxide on environment is imperative for sustainable development of civil aviation industry. In this context,we study the green efficiency and green total factor productivity of airlines in the Asia Pacific region and explore ways to improve them. This has positive and realistic implications for promoting sustainable development of the civil aviation industry in Asia Pacific region.Based on the data of 14 major airlines in Asia-Pacific region from 2012-2016,this paper decomposes the operation process of airlines into two sub-processes of production and sales.Firstly, taking into account carbon emissions constraints, carbon dioxide emission is included into the evaluation system as undesired outputs.Secondly, the two-stage network SBM method is used to calculate the overall green efficiency, production sub-process efficiency, and sales sub-process efficiency of each airline. Then, the global malmquist-luenberger productivity index is used to analyze the airline's green total factor productivity of overall system and total factor productivity of two sub-processes.In addition, the panel data regression model is used to analyze the factors affecting the efficiency and total factor productivity of two sub-processes.Finally,this paper proposes operational measures to improve efficiency and total factor productivity for production sub-processes and sales sub-processes respectively.Meanwhile,we propose some safeguard measures to increase efficiency and total factor productivity of two sub-processes at the same time,in order to further improve the green efficiency and green total factor productivity of the airlines in Asia Pacific and realize the sustainable development of civil aviation transportation.
