For a long time,as China 's economy has continued to strengthen and its global economic status has continued to increase,people 's wealth has also increased.However,the extensive economic development model has also caused problems such as resource depletion,ecological damage,and regional development decline.The increasing intensity and scale of energy extraction have caused the already fragile ecological environment system to bear more severe pressure,severely hindering and Restricted China's sustainable economic and social development,especially in resource-based regions.As a typical resource-based province,Shanxi Province's rapid industrialization has provided strong energy support for China.At the same time,due to the problems of relatively simple industrial structure,elementary level of element allocation,and insufficient innovation momentum in the process of industrialization development,Shanxi Province is facing a “resource curse” predicament,the ecological environment has paid a heavy price,and a series of economies And social issues pose a great threat to regional sustainable development.Therefore,for resource-based regions,it is imperative to build a green governance system,enhance the level of regional greening,and take the path of green development.Scientific evaluation of the efficiency of green development in resource-based areas is an important reference for resolving the contradiction between economic development and insufficient environmental carrying capacity,and improving the level of green development.This paper analyzes the characteristics of resource-based regions by combing domestic and foreign literature and related theoretical and theoretical bases,and uses Shanxi Province as a typical resource-based region as an example to analyze the current economic development,industrial structure,and energy production and consumption status of Shanxi Province.The distance function based on the SBM direction is selected.The DEA model was used to establish acomprehensive index system,and the green development efficiency of Shanxi and its 11 cities was measured from 2008 to 2017.Finally,the six variables that influence the green development efficiency of each city as explanatory variables,economic development level,industrial structure status,unit GDP energy consumption,environmental protection input level,urbanization level,and tourism development level are used as explanatory variables to establish a Tobit model for the panel.Regression analysis of the data and analysis and interpretation of the empirical results are used as a theoretical basis to provide targeted decision-making references for Shanxi Province and other resource-based regions to improve the level of green development.The research found that:(1)the overall green development efficiency of Shanxi Province showed a rising trend from 2008 to 2017,initial results of transformation.(2)The level of green development in Shanxi Province is unevenly distributed and the regional differences are large.In the north,Jinbei and Jinzhong areas are better than Jinnan areas,showing a spatial pattern of high north and low south.From 2008 to 2017,Taiyuan has the highest average green development efficiency.The average values of Luliang,Yuncheng and Linfen are at the bottom.The green development efficiency needs to be improved urgently.(3)At the level of economic development,the level of economic development has a significant role in promoting green development efficiency,and the proportion of the secondary industry has a significant negative impact on green development efficiency;at the level of energy and environmental regulations,the level of energy consumption and green development is negatively related,and government investment in environmental protection has a significant role in promoting the development of green development;at the level of urbanization,the continuous increase in urbanization rate will gradually improve the regional industrial structure to a certain extent and accelerate the third The development of industry and the improvement of urban infrastructure are of great significance tothe improvement of regional green development efficiency.Based on this,this study believes that although the overall green development efficiency in Shanxi is in a positive trend,there are still deficiencies.Adjustments and improvements should be made in light of local conditions and the current status of green development levels in various cities.There is a certain degree of irreconcilability between the status quo of industrial structure and ecological environment protection in Shanxi and the same type of resource-based areas.Therefore,we must unswervingly promote industrial transformation and upgrading and enhance our ability to innovate independently;build a green governance system and adapt to local conditions and characteristics;Strengthen policy support to create a favorable development environment;build a green and environmentally friendly city,and promote the concept of green consumption.
