Since the reform and opening up,China's economic growth has achieved remarkable results,but in the past,rapid economic growth was often obtained at the expense of resources and the environment.The report of the 19 th National Congress of the Communist Party of China pointed out that China's economy has shifted from a high-speed growth stage to a high-quality development stage,and once again stressed the support for the economic transformation and development of resource-based cities.All cities are required to accelerate the coordinated development of economy and ecology,improve the utilization of resources,reduce the discharge of pollutants,and steadily improve China's economic construction.The limited and non-renewable nature of resources has caused problems such as resource exhaustion,deterioration of the ecological environment and weak economic growth in resource-based cities.It is self-evident that the transformation of the development model of resource-based cities is important.Development of coordination,reducing regional differences and reducing environmental pollution play an important role.This article takes 60 resource-based cities in China as the research object from2006 to 2017.On the basis of expressing the economic level in terms of total local GDP,it also considers the Chinese economy in terms of innovation,coordination,greenness,openness,and sharing.To construct a high-quality development technology efficiency evaluation system for resource-based cities.Use the SBM model to measure the technical efficiency,scale efficiency and pure technical efficiency of high-quality development of resource-based cities.Based on this,a panel regression model is established,and the empirical analysis of the impact of resource dependence on the technical efficiency of high-quality development of resource-based cities.The research results show that the level of technical efficiency of high-quality development of resource-based cities in China is average,the SBM model evaluation of most cities is in an invalid state,and the technical efficiency of a few resource-based cities has reached the optimal level;from the perspective of time trend analysis,resource-based cities The scale efficiency of high-quality development largely affects the level of technological efficiency,and most resource-based cities show diminishing returns to scale.An analysis of the differences in location,resources,and scale of these cities found that the technical efficiency of high-quality development in central regions,petroleum,and large-scale resource-based cities is high;resource dependence has a significant effect on the technical efficiency of high-quality development in resource-based cities.The negative correlation obviously restricts the high-quality development of resource-based cities.The degree of government intervention and the level of innovation input have a positive effect on the technological efficiency of high-quality development of resource-based cities.Reasonable and necessary levels of government intervention and an increase in the level of innovation input can help improve the technical efficiency of high-quality development of resource-based cities.According to the research results,this article proposes the following policy recommendations:(1)To encourage enterprises to improve their independent research and development capabilities and increase investment in scientific and technological innovation,in terms of mechanism innovation,independent research and development,and human capital investment,the central government should strengthen the resource-based cities.Support to create a social environment conducive to generating innovative results.(2)We need to optimize the allocation of input and output factors of resource-based cities and improve the efficiency of factor use.On the one hand,we must pay attention to technology input,and on the other hand,we must appropriately reduce the scale of factor inputs,thereby increasing the scale of resource-based cities.(3)Resource-based cities should establish appropriate environmental protection assessment systems.Take technological progress as the core driving force of economic development and promote the rationalization of industrial structure.We will invest more of the dividends brought by resources into the improvement of human capital and technological innovation capabilities,change the original single industrial structure and innovation inertia,accelerate the transformation and upgrading of pollution-intensive manufacturing,and introduce more high-end manufacturing industries in developed regions.Improve the overall development level of resource-based cities.
