The absolute radiometric calibration and the authenticity test of infrared channel of satellite remote sensor is the basis of the quantitative application of remote sensing satellite.The reliability of satellite data can be determined by using the ground experimental instrument to accurately measure the radiation temperature of the earth's surface,and using this measurement to calibration the remote sensor or to compare with the satellite remote sensing data.Therefore,the accurate measurement of surface radiation temperature plays a decisive role in calibration and test of field.Around the demand of radiant surface temperature measurement,National Institute of Metrology(China)has developed the infrared radiation temperature measurement system of the earth's surface,this paper introduces the process of the system,describes in detail the design principle,system composition,and important technical index,and evaluates its uncertainty.The main contents of this paper are as follows:(1)The demand of surface radiation temperature measurement on the absolute radiometric calibration is combed,and the technical index and design scheme of the infrared radiation thermometer for earth's surface are developed by consulting a large number of literatures and simulation.(2)proposed the design plan,carried on the preliminary experiment verification,has determined uses the standard calibration blackbody to realize the self calibration function,then has designed the radiation temperature measurement light path,the data integration plan,finally has built the self calibration radiation thermometer the prototype.(3)Set up the water temperature measurement system,the collection of radiation temperature measurement and contact temperature in one,can achieve water surface and water surface below 1200 mm different position water temperature measurements.The correlation test was carried out.(4)The Emissivity measurement experiment of the calibration blackbody,the temperature control stability test,the results show that the black body emissivity is over 0.996,the temperature control stability is better than 0.04K;the calibration and calibration of each thermometer were done,the writing of the Control and data acquisition program was completed,and the radiation temperature test was carried out The simulation and temperature test of water temperature measurement were carried out.Finally to the surface/water meter infrared radiation thermometer temperature range is-50?~60?,the uncertainty of 0.2K.
