The Research On The Evaluation Of Water Resources Value In Jiangxi Province From The Perspective Of Ecological Civilization

In recent years,China has continuously strengthened its economic construction and made good progress,but the rapid development of economy has led to the aggravation of environmental pollution,ecological deterioration and other situations,which has led to the increasing expenditure on environmental governance in recent years.According to the total investment in environmental pollution control released by the National Bureau of statistics,it can be found that in 2009,the expenditure was 525.839 billion yuan,and in 2017,it reached 952.895 billion yuan.Water resource plays an important role in the process of national economic development.It is not only a common natural resource,but also an important strategic economic resource,which plays an irreplaceable role in human survival,production and other aspects.Therefore,it is more and more urgent to evaluate the value of water resources and distribute water resources reasonably according to the efficiency of water resources utilization.As an experimental area of ecological civilization,Jiangxi Province is rich in water resources,but in recent years,soil erosion is serious,drought and flood are also increasingly frequent.Jiangxi province consumes a lot of water in agriculture,forestry,animal husbandry and fishery products and services,but the water efficiency is not high.At present,the situation of water resources in Jiangxi Province is becoming more and more complex and severe,which is mainly due to people's failure to correctly understand the value of water resources,and people's failure to realize the irreversible characteristics of water resources pollution when the industry develops and uses water resources.Therefore,the current correct assessment of the value of water resources in Jiangxi Province will be conducive to making reasonable improvement suggestions on the existing utilization efficiency of water resources,water quality loss,whether the water price is underestimated and other issues in Jiangxi Province,and then guiding relevant departments to formulate the water price reasonably according to the current situation of water resources and the value of water resources.Firstly,this paper summarizes the research progress of domestic and foreign scholars in water resources accounting.Secondly,it introduces some evaluation methods of water resource value,such as recovery cost method,fuzzy comprehensiveevaluation method,etc.Then,based on the investigation and analysis of the current situation of water resources in Jiangxi Province,and from the perspective of ecological civilization,through the traditional value accounting system of water resources,combined with the characteristics of water resources and relevant data in Jiangxi Province,the value accounting system of water resources in Jiangxi Province is constructed.Next,the water stock,water quality and the physical quantity and value quantity of water resources supply and use in various industries in Jiangxi Province are calculated,and the fuzzy comprehensive evaluation method and recovery cost method are used to evaluate the unit value of water resources.In order to accurately evaluate the value of water resources in Jiangxi Province,when determining the index weight,the subjective and objective factors are considered comprehensively,and the analytic hierarchy process and entropy weight method are used Jointly determine the weight.Finally,the conclusion is drawn and the corresponding countermeasures and suggestions are put forward.Through the physical quantity accounting of water resources in Jiangxi Province,it is found that the physical quantity of water resources in Jiangxi Province is steadily increasing,but compared with groundwater,surface water is obviously over exploited.In the evaluation of water stock value,the fuzzy comprehensive evaluation method is used to evaluate.It is found that the price of water resources in Jiangxi Province has steadily increased in other years except for a slight decrease in 2012.By comparing the actual water price with the calculated theoretical water price,it is found that the actual water price in Jiangxi Province is far lower than the theoretical water price,with the biggest difference in value in 2017,and the actual water price is 4.53 yuan / m3 lower than the theoretical water price.In terms of water quality,the physical quantity of class I and class II water sources in Jiangxi Province is rising slowly,indicating that the water control work in Jiangxi Province has played an improvement role;however,the physical quantity of class V water sources is also rising,so the pollution control work still needs to be strengthened.The prices of different types of water quality are evaluated by the recovery cost method.According to the evaluation results,it is found that the actual value of class I and class II water sources available to residents in Jiangxi Province ishigher than the price of residential water,and the total value of water resources has been steadily increased in recent years.By comparing the coefficients of water supply and use value of various industries,it is found that agriculture is the industry with the largest water consumption in Jiangxi Province,but its water resources have not been effectively utilized,resulting in most of the water resources being wasted;public management,social security and social organization industry have not much water consumption,but its direct economic benefits are the largest.In the future,the water price and the use and allocation of water resources in various industries should be reasonably formulated,so that Jiangxi water resources can be correctly valued and reasonably arranged.
