The Research Of Green Urbanization Based On Ecological Civilization

As China’s reform has been developed in depth,China’s urbanization level has been enhanced rapidly.Compared to those developed countries,the urbanization level in China is relatively low,but the level has been greatly enhanced,compared to the past.In the report of the18^th National Congress of the Communist Party of China,the connotation of the new-type urbanization is explained as green urbanization.What is relationship between green urbanization and new-type urbanization?What is the way to realize green urbanization?The above questions are the ones that the paper tries to explore and answer.On the basis of ecological civilization theory,the paper researches China’s green urbanization and puts forward a theory that the realization of green urbanization cannot be separated from "Four Modernizations":new-type urbanization,new-type industrialization,informatization and agricultural modernization.By empirical research,the paper carries out investigation and analysis on the current situation and problems of the realization of "Comprehensive Arrangement of Three Modernizations"in Liaoyang County,puts forward characteristics of the regions,into which the "Comprehensive Arrangement of Three Modernizations"can be applied,and points out the fact that the realization of green urbanization in China’s different regions should be in line with local conditions,for which the measures are suitable and the number of overall is chosen.The paper elaborates the connotation and the characteristics of ecological civilization,green urbanization and new-type urbanization,and then puts forward the relationship between green urbanization and new-type urbanization,points out that green urbanization is both the requirement of the process of new-type urbanization and the result and target of the new-type urbanization.The paper expounds on another basic theories about the connotation and the relationship between new-type urbanization,new-type industrialization and agricultural modernization,points out that new-type industrialization should interact with new-type urbanization benignly;agriculturalmodernization should promote new-type industrialization;agricultural modernization should promote new-type urbanization.Under the basic theories,the paper has strong investigation.Takes Liaoyang County as an example and expounds on the current situation of the county’s new-type urbanization,new-type industrialization andagriculturalmodernization on the basis of the current situation of the county’s "Comprehensive Arrangement of Three Modernizations"and actual condition.The paper points out that the realization of new-type urbanization cannot be separately from economic base and new-type urbanization needs abundant industry or agricultural industry as the base.Currently,Liaoyang County’s agricultural industry is on the ascending stage with good prospects,but cannot support the whole county’s economy,in addition,the process of industrialization is blocked and slow,so the originally-weak new-type urbanization are only in the stage of slow development.Then,the paper analyzes the type of towns,for which "Comprehensive Arrangement of Three Modernizations"is suitable,and puts forward experiences and lessons that other regions can learn from Liaoyang County’s "Comprehensive Arrangement of Three Modernizations".The paper takes the method of the combination of theory and practice research,on the basis of ecological civilization and the "Comprehensive Arrangement of Three Modernizations"theory,the paper takes the empirical research of the current situation of Liaoyang County’s "Comprehensive Arrangement of Three Modernizations"as an example,explores and analyzes the way of green urbanization,based on ecological civilization.And puts forward the theory and conceptions that green urbanization can be realized in this way,in which scientific innovation can guides towns to carry out "Comprehensive Arrangement of Several Modernizations"in line with towns’own conditions;creative industry influence the development of social economy,will be the main driving force to guide green urbanization;green buildings and energy and green energy system all can promote the development of green urbanization;the conception of green development and consumption should be advocated,which promote to establish the conception of development of green urbanization,prevention and control of pollution and ecological remediation should be strengthened,which promote the green transformation of new urbanization.
