| Community environmental governance is an important part of the urban environmental governance. With rapidly increasing of urban living garbage, many cities in our country will face the awkward situation of ’Besieged by Garbage’. Experience has shown both at home and abroad that living garbage classification is the most important measures to solve the problem. In order to explore the effective model of the management of the community living garbage classification in Shanghai, this paper begin with the relevant policy of living garbage classification of Shanghai. And then, with the theory of tragedy of the Commons, the collective action theory and the reinforcement theory of motivation, taking xuhui district as the center, the paper will make a detail research on the way to promote the living garbage classification of incentive mechanism and its overall effect such as the "green account" incentive mechanism of Shanghai garbage classification model. And this is on the basis of grasping the overall situation that a new round living garbage classification from 2011 in Shanghai. What’s more, it also makes a field exploration on the living garbage classification results between three different promoted model communities in xuhui district by the questionnaires, interviews, observation and literature research method. Through the comparison research, this paper fund that the "administrative leadership, volunteer organization and residents" mode is an effective mode for community living garbage classification of Shanghai. That is to say, the "multi-center" theory is the best way for garbage classification. However, the power of incentive mechanism of Shanghai garbage classification, the material incentive and spiritual incentive are insufficient now. The negative incentives such as fine perform practically no function. The collective action of residents’ living garbage classification is still weak. |
