The Optimization Study On Comprehensive Risk Management System Of HW Technology Cooperation

The comprehensive risk management system is the collection of the management elements needed by the company to achieve the goal of risk management and to effectively carry out the risk management activities.In China,the building of comprehensive risk management system for central enterprises and large state-owned enterprises are regulated and guided by "the guidelines for comprehensive risk management of central enterprises”.Small and medium-sized private enterprises that on the Three new board has the weak risk management and facing more risks in the business.There is no guidance for small and medium enterprises to build risk management in current standard system.It is not adapt to the business situation and waste the cost that copying the "guide,to construct the comprehensive risk management system for them.In September 2017,COSO released the revised version of the comprehensive risk management framework,transforming the eight factor framework into the five element framework.The starting point and innovation of this paper is to explore an integrated risk management system for small and medium-sized private enterprises which is suitable for new three board listed companies,taking HW technology company as an example.COSO comprehensive risk management system puts forward eight elements of risk management:goal setting,internal environment,risk identification,risk assessment,risk response,control activities,monitoring and feedback,and information communication.According to the COSO classification model,this paper reclassify from four aspect to build a comprehensive risk management system for HW technology companies,including goal setting,internal environment,basic flow(risk identification,risk assessment,risk response),control mechanism(control activities,monitoring and feedback,information communication).By analyzing the problems and causes of the above elements,some suggestions are put forward for the improvement of the comprehensive risk management system of HW technology company,based on the five element model of the new COSO comprehensive risk management system in 2017.The construction of the overall risk management system of the company is a systematic management project,which requires the joint efforts of all the staff.This paper puts forward the following countermeasures:combine of goal and strategy;reset risk oriented enterprise culture structure,develop the risk management organization;optimizing the basic process of risk management:sort out the risk identification process and set the risk event database,the introduction of quantitative risk assessment techniques and drawing the risk map,improve risk response specific solutions can be implemented;Optimize risk management revising and reporting information system.Finally,give some suggestion to deal with the possible resistance to change,and evaluate the effectiveness of the improved risk management system through risk monitoring and early warning mechanism.
