Research On Risk Management Of PB Company Of CNOOC Subsea Pipeline Comprehensive Control Project

Offshore pipe is the main equipment for medium transportation in oil field of CNOOC PB Company and plays an important role in oil field production.Due to the high content of hydrogen sulfide and high viscosity of crude oil in the oilfield,Marine pipe corrosion problems of different degrees have appeared in the past five years.In order to ensure the oilfield safety,stable production,improve the stability and safety of the process,and extend the service life of the Marine pipe,we decided to carry out maintenance and treatment of the corroded Marine pipe.With the continuous development of the society,the state attaches increasing importance to environmental protection and production safety,and the company's business philosophy is characterized as safety first and environmental protection supreme.During the implementation of the integrated subsea management project,there are many risk factors,which can cause damage to the company's reputation,casualties,environmental pollution,production loss,maintenance costs,and rising costs for cleaning up pollution.All these above reflect the importance and necessity of risk management in project transformation.Due to the danger and particularity of the production environment of offshore oil platforms,the design,construction,and completion of the project involve many links and face greater risks.At the same time,a variety of emergencies will be encountered during the project,which is very important for safe operations.The purpose of this study is to more comprehensively identify the existing risks through this research,and then analyze and evaluate the risks.According to the project risk management theory and actual work experience,establish task risk evaluation and quantitative risk evaluation models,and formulate project risks Management control measures.Based on the basic theory of risk management,this paper uses the checklist method,flow chart method and brainstorming method to identify risks,and summarizes the risk factors in the preparation process,construction process and management process.Then analyze and evaluate the important risk points of the project: the qualification examination and management of the contractor,the management of the person in charge on site.This article take the risk transfer,reduce risk and accept risk three kinds of control strategy,according to the theory of risk management and actual project experience,the project implementation stage and operation stage for risk prevention measures,after the completion of the project to establish a project risk management of "a tube and a slip" machine,applying PDCA management tools to analyze the field work.Through the research of this paper,put forward specific and targeted risk control countermeasures.
