Scientific evaluation of ecological protection red line,is conducive to the improvement of the quality of living environment,is the basic guarantee to promote sustainable economic and social development.Taking Jiang Hua Yao Autonomous County as an example.Terrain,soil texture,vegetation types and rainfall erosivity obtained by GIS and RS techniques.Using single factor evaluation method and multi-factor comprehensive evaluation method to analyze the ecological protection red line demarcation technology.The main contents and results are as follows:(1)Construction of evaluation system:According to the characteristics of ecological location in the study area,selected the importance of ecological function,the importance of forest protection area and the sensitivity of ecological environment as the evaluation factors for the ecological protection red line.(2)Determination of assessment area for ecological protection red line:On the basis of single factor function evaluation of water conservation,soil conservation and biodiversity protection,AHP is applied to comprehensively evaluate ecosystem services;On the basis of spatial distribution information of national public welfare forest,screened vegetation coverage,rainfall,slope,soil type,slope aspect,altitude and traffic location as indicators of forest quality evaluation,and evaluated comprehensively the quality of forest land at county level;Based on the spatial distribution information of the sensitive area of rocky desertification,and based on the dynamic conditions of soil erosion,selected the rainfall erosivity,soil texture,vegetation coverage and relief degree to evaluate the sensitivity of soil and water loss.Screening out the extreme important area of ecological function,important forest protection area,extremely sensitive area of ecological environment,red line range of forbidden Development Zone and weighted superposition.The result of practice shows:The assessment area of Jiang Hua’s Yao Autonomous County’s ecological protection red line is 1464.848km2,accounting for 45.1%of the total area of the county,which is in line with the coordinated development needs of the local economy and ecology.(3)Determination of the red line for ecological protection in the Development Zone:To include the protection and conservation areas,restoration and reconstruction areas,core areas of scenic spots,ecological conservation areas and core landscape areas of the wetland park into the ecological protection red line range.Increasing the range of 1km buffer zone around the water intake point of a centralized drinking water source as the red line of ecological protection.Finally,superposition analysis is carried out.The result of practice shows:the total area of the red line in the county is 85.88km2.(4)Ecological protection red line adjustment and optimization:Based on GIS,the ecological protection red line assessment area were adjusted to include two aspects.The first was the recognition and confirmation of the boundary of the ecological protection red line,and the second was the solution to the coordination problem between the ecological protection red line and the regional planning.Optimization result display:After optimization,the total area of recological protection red line in Jiang Hua Yao Autonomous County is 1495.42 km2,which reduced the problem of fragmentation and the red line boundary,and solved the problem of coordination with relevant regional planning. |
