Research On The Green Corridor For Ecological Security In The Hubei Reach Of Yangtze River

Since 2014,the CPC central committee and the state council have put forward a major strategy to promote the construction of the Yangtze River economic belt.In addition,President Xi proposed to take great protection and not make the large-scale development.It is very important to restore the ecological environment of the Yangtze River not only at present but also for a long time in the future.The environmental protection and ecological restoration of the Yangtze Economic Belt are very important for the future economic and social development,and it is also very important for the construction of the large protection pattern of the Yangtze River..For the construction of Yangtze river economic belt,the environmental protection and ecological restoration of the Yangtze river are important foundation and guarantee.On the basis of understanding the present situation of the ecological environment,in order to improve and protect the ecological environment,the optimal allocation scheme of the spatial elements composed of points,lines and surfaces is generally called the ecological security pattern,through the planning,design and layout of the natural elements and human factors in the region The ecological security pattern provides a new way for the management of the ecological environment and the protection of the ecological environment.It is an important way to realize the regional ecological security and is an effective method to resolve the contradiction between the economic development and the ecological protection.Taking the Hubei reach of Yangtze River as an example,this paper studlied the layout of the Yangtze River green corridor’s ecological security pattern,and put forward the strategy of building and protecting the Yangtze corridor.The main contents and conclusions of the study are as follows:1.Considering the complexity and representativeness of the Hubei reach of the Yangtze River,the green corridor of Hubei reach of the Yangtze River was concretely constructed in this paper.Based on the preset 50km buffer of both sides of the Yangtze river,considering the integrity of the ecosystem red line area and the land use,and referring to Hubei province administrative boundary,the green corridor area of the Hubei section of the Yangtze river with an area of 61,700 square kilometers was demarcated,accounting for 33.19%of the total area of Hubei province.2.From the point of patch area,ecosystem service value and ecological sensitivity,the ecological land of the research area is evaluated comprehensively.The primary and secondary ecological land are identified as the ecological source of the research area,covering an area of 214000km2,accounting for 34.68%of the total area of the corridor.From topography,ecological environment,social economy and other aspects,Elevation,slope,land use type,vegetation coverage,population density,the density of economy,the enterprise of heavy density were selected for the index system,and the weight of each factor was determined by the AHP analytic hierarchy process(AHP),by superimposing resistance factors,the unit for ecological source expansion resistance value was determined,the whole area of comprehensive resistance surface has been established.3.The ecological environment protection and management mechanism of Yangtze River’s green corridor takes "mountain,water,forest,farmland and lake as the life community" as the core concept.According to the distance from the coastline,the green corridor can be roughly divided into the coastal zone,the nearshore zone and the rear land zone.On the basis of existing laws,regulations and systems,combining the different space range,different functions and different target tasks of green corridor,according to the concept of "integrated management of mountain,water,forest,farmland and lake ",we should establish and improve the responsibility system of hierarchical management,zoning management and district protectioa Under the "river system" management system,we must establish a cross-space,cross-regional and inter-departmental coordination and collaboration mechanism.The innovation management mechanism of green corridor should include the delimiting and controlling mechanism of ecological red line,ecological compensation mechanism,cell grid management mechanism and early warning and prediction response mechanis.
