| With the further deepening of world economic integration,the door to opening up for the outside world has become wider and wider.Opportunities and challenges have become the main theme of the environment in which our country’s enterprises are located.In the face of increasing coveted vision of foreign enterprises,the pressure on China’s enterprises is multiplying.Since March 2013,the Ministry of Railways separated government functions from enterprise management.Tobacco companies have become the only state-owned enterprises in China that are M mixture of government administration and enterprise management".At the same time,the "Framework Convention on Tobacco Control" has been gradually implemented.With the central government’s "eight rules”becoming stricter,the external environment that tobacco companies are facing becomes more and more stressful.Under this extreme environmental background,JL Tobacco company as a county-level subordinate unit of Chain Tobacco Company,in order to steadily improve economic efficiency of company,achieve sales targets and create more tax revenue,JL Tobacco company must start from the intermal management of company,Implementing reform in personnel management and other aspects,utilizing modern human resource management method to exploit employees’ inherent potential.As one of the important means of human resource management,performance appraisal plays an important role in mobilizing staff enthusiasm,thus affecting enterprise performance.Although JL Tobacco Company has made some achievements in the performance appraisal work and the application of performance appraisal results Since it has carried out performance appraisal,but there are still some big problems.The purpose of this paper is to take JL Tobacco Company as an example,through means of interview and questionnaire survey and so on,to analyze the existing problems of its current performance appraisal system,and put forward corresponding improvement measures.Based on the theory of performance appraisal,this paper introduces the current research status of performance appraisal both at home and abroad,and then takes JL County Tobacco Bureau as the research object,through field research,in-depth interview and questionnaire survey,supplemented by consulting the internal human resources management data and performance assessment documents in the JL Tobacco Company,to deeply analyze the company’s existing performance appraisal system through field research,in-depth interview and questionnaire survey,supplemented by consulting the internal human resources management data and performance assessment documents in the JL Tobacco Company,to deeply analyze the company’s existing performance appraisal system and find its existence of misunderstanding,unscientific indicators and other issues,the existing problems in the tobacco system,ideology and personnel factors were analyzed,and then the specific contents,implementation process and safeguard measures of JL County tobacco companies performance management plan were put forward.At present,there are few domestic research on tobacco enterprises at the county level,and no systematic performance appraisal system has been formed yet.This paper takes JL Tobacco Company as the research object,optimizes its existing performance appraisal plan,proposes a refonm plan,these counter-measures are relevance and feasible to a certain extent,It has a certain reference value to the optimization of performance assessment for other tobacco enterprises. |
