In recent years,Chinese government is committed to developing modern agriculture,and the both amount and scale of planting and breeding industry are increasing rapidly.Meanwhile,“Separation of planting and breeding” is increasingly serious,which results in the inefficient utilization of agricultural waste resources(e.g.livestock and poultry manure,crops straw),leading to agricultural pollution.Evaluating the environmental carrying capacity of livestock and poultry(ECCLP)is useful in promoting the development for combination of planting and breeding and thus to achieving green development in agriculture.This study evaluated the environmental carrying capacity of livestock and poultry in Shulan city by using nitrogen nutrient balance method(NNBM)and super-efficiency data envelopment analysis(SE-DEA),and the main findings are as follows.(1)The ECCLP by NNBM in Shulan city was 14.6 heads/ha(equiualent pigs)in 2015,however,the actual amount of livestock and poultry was 17.2 heads/ha(equivalent pigs).The actual amount of livestock and poultry has exceeded the ECCLP,which leads to agricultural pollution.In order to protect the environment,it is necessary to reduce the amount of breeding industry or increase the amount of planting industry.(2)The ECCLP by SE-DEA in Shulan city was 0.764 in 2015,which means that the breeding industry was not harmonized with the development of resources and environment,and the excessive amount of livestock and poultry leads to agricultural pollution.In order to protect the environment,the amount of breeding industry needs to be reduced.(3)The NNBM evaluated the ECCLP based on nitrogen balance in farmland system,and the SEDEA evaluated the ECCLP based on Social development coordination.Both of these methods gave similar results that the actual amount of livestock and poultry in Shulan city has exceeded the ECCLP.In order to promote the development of combination of planting and breeding in Shulan city.First of all,it is very important to scientifically plan planting and breeding structures,and thus promote a reasonable match between planting industry and breeding industry.Second,subsidy policies for encouraging the production and utilization of organic fertilizer should be proposed.Finally,a financial investment for improving livestock and poultry manure disposal equipment should be increase.
