With the accelerated pace of urbanization in,as well as the continuous enrichment of people's material life in China,the transformation of living requirements from satisfying life to comfortable life requires the improvement of urban function construction.So it needs the construction,renovation and expansion of a large number of infrastructure facilities and construction of high-standard communities in order to improve urban quality and functions.In addition,the “National New Urbanization Plan(2014-2020)” proposes to achieve a urbanization rate of about 60% by 2020,and therefore requires the demolition and reconstruction of existing buildings to improve the original scattered,chaotic,and poor environment,which resulted in a lot of Construction Waste(CW).Currently the treatment method adopted in China is still a traditional landfill method,which wastes a lot of land resources,has a great impact on the natural environment,and undermines the image of urban development and other issues.Therefore,the effective management of CW has become a n urgent problem to be solved in social development.Research on the entire process of CW management found that the main problem lies in the large number of actors involved in the CW disposal industrial chain,and the existence of positive externalities.So this article will analyze the source of the problem in depth and provide reasonable suggestions for solving these problems.Based on the theory of circular economy,this paper puts forward the concept of the use of closed-loop liquidity industrial chain in building materials under circular economy and elaborates its characteristics.The whole process of CW management is divided into three stages: the source generation stage,the resource treatment stage,and the use stage of recycled products.The difficulties in the management of each stage are explained.Finally,the management strategies of interest subjects at each stage are analyzed,so it lays the foundation for the game research of the whole process management of waste.Using evolutionary game theory to analyze the game between interest parties at each stage,based on the above analysis of positive externalities,an analysis process with the government as the core subject is established.Evolutionary game analysis of government and construction units at the stage of generation of CW,evolutionary game analysis of government and resource treatment in the stage of resource treatment,and evolutionary game analysis of governments and users of recycled products during the use stage of recycled products.Each stage of the evolutionary game model is established,the evolutionary stability strategy(ESS)of each stage is solved,and the conclusion of the evolutionary game model is obtained,which provides a theoretical foundation for proposing to promote the management of CW resource management.Based on the analysis and analysis of the above model,based on the actual situation in China,we propose a rational proposal for promoting the recycling of CW effectively.
