The railway is an important infrastructure of the country,the main artery of the national economy and the most popular means of transportation.It is an important responsibility for the safety of the lives and property of the masses.China railway has the characteristics of many points,long and wide,all kinds of regional space across different geological conditions all over the country,all kinds of disasters such as earthquake,typhoon,rainstorm,snowstorm and accidents are likely to impact on the railway.At the same time,with the high-speed railway,passenger dedicated line,heavy loaded railway construction and operation continue to push forward,the new equipment,new technologies continue to adopt,the demand for high security and high reliability becomes very urgent these days.Therefore,with the development of the railway transportation,how to provide high quality services and effective management of all kinds of emergencies,so that the passengers can enjoy a much safer and reliable transportation is a huge challenge for China railways.The railway departments have always attached great importance to emergency management work,the State Council on strengthening the emergency management work deployment,strengthen the construction of the railway emergency plan,emergency system,mechanism and legal system,the capacity of railway emergency response was significantly enhanced.Caused by emergencies emergency needs to have the following characteristics: it is real or certain to happen;the threat to people’s lives and property safety;affected the normal social order and rhythm of life;must through special measures to restore order.First of all,this paper expounds some concepts such as railway emergency,emergency response plan and so on.The causes,characteristics and basic emergency attributes of railway emergencies are analyzed.From the aspects of plan system,organization structure and emergency decision,analyzed the alarm process,the emergency rescue process and post treatment process,and the work content of the above three phases and relationships are described in detail.On this basis,the key elements of each workflow are analyzed,and a theoretical framework is constructed.By applying the Petri net theory,the content of each part corresponds to the Petri network elements,and the Petri net model is established.Finally,the Petri network model of the whole process of emergency rescue is given.Based on the establishment of Petri net model of emergency plan,the model is simplified by applying the nature of Petri net.The correlation matrix and the S_,T_invariants of the model are calculated,and the model is quantitatively analyzed.The Markov chain is isomorphic to the model,and the validity is analyzed to satisfy the activity,reachability and boundedness of Petri nets.Finally,the dynamic and static allocation of the material dispatch in the emergency response plan is studied.In consideration of emergency supplies of multi supply locations,with the earliest emergency rescue start time and save the minimum number of emergency point andthe lowest budget as the goal,to construct the multi goal optimization model,design and application of search algorithm,simulation examples validate the model and algorithm.
