Mineral resources refer to the aggregation of minerals or useful elements formed via geological mineralization,naturally hosted in crust interior or on the earth's surface,buried in underground or exposed on the earth's surface and possessing exploitation and utilization values,and it is the material basis for the survival and development of human civilization.In today's modern society,with the rapid development of human being's science and technology,the contradiction between the finiteness of mineral resources and the demand of mineral resources for the rapid growth of human society is increasing prominent.The development efficiency of mineral resources has immediate impacts on the social benefit and economic benefit for the development enterprise of mineral resources as well as the ecological environment of exploited fields.In this paper,the development efficiency of mineral resources is regarded as the object of study to build a reasonable evaluation index system and to establish a set of scientific evaluation system for the development efficiency of mineral resources.Furthermore,the evaluation system for the development efficiency of mineral resources is applied in practical production to provide basis for the regional planning and production management of mineral resources.In this paper,on the basis of absorbing and referencing the existing research results at home and abroad,the writer designs an evaluation index system for the development efficiency of mineral resources based on the fuzzy mathematics,economics,management science and other multidisciplinary comprehensive theories and methods to determine the weight of each level of index in the index system via the combination way of analytic hierarchy process and expert scoring method.And meanwhile,the writer describes the evaluation index via hesitation and fuzzy language terminology to reduce the influences of the evaluation index on the evaluation results due to its own fuzziness.Furthermore,TODIM is used for comprehensive evaluation,and finally,the writer selects the vanadium titano-magnetite development enterprises in Panzhihua-Xichang region for empirical study.This paper is discussed through the following aspects:Firstly,through literature collection,data arrangement,field research and other work,the writer comprehensively collects the social economy,mineral resources reconnaissance,mineral resources development,diggings geological environment in Panzhihua-Xichang region and other related data to build the evaluation system for the development efficiency of vanadium titano-magnetite based on the analysis and arrangement of the data.Secondly,based on lots of the data collected,with systematic and scientific thoery as theoretical basis,and combined with the socioeconomic performance,natural ecological environment,scientific and technical level and other influence factors,this paper is analyzed to build an evaluation index system for development efficiency of vanadium titano-magnetite.Thirdly,evaluation model is established.The evaluation for the development efficiency of mineral resources is a complicated multi-attribution decision-making problem.Therefore,TODIM method is used in this paper to carry out evaluation research.Meanwhile,considering that the evaluation result will be influenced by the risk preference of decision maker and other subjective factors,in this paper,prospect theory is used as theoretical basis to eliminate the influences of the decision maker's subjective factors on the evaluation results via the adjustment of weight index.During the measurement process,the evaluation index will be limited by economic,technical and other objective factors,so,there exist bigger error and low accuracy in the measuring results.During evaluation process,the decision maker always needs to evaluate the evaluation index by means of own experience.During evaluation process,the decision maker is influenced by the low accuracy of evaluation index,big error and other objective factors,there exists psychological hesitation between the two orders of evaluation.In this paper,the method of hesitation fuzzy mathematics is applied to describe such psychological process of decision maker to obtain more objective and accurate evaluation results.Fourthly,the evaluation object is selected to evaluate the development efficiency of the vanadium titano-magnetite in the eight evaluation districts of the four major diggings of the Panzhihua-Xichang region.And combined with the development status of the vanadium titanomagnetite in Panzhihua-Xichang region,the writer puts forward the management suggestions and development strategies for the reasonable development of vanadium titano-magnetite resources.
