Study On Influencing Factors Of Treatment Effect For Municipal Household Solid Waste In Harbin

The generation of municipal household sold waste is increasing growth with the development of the economic,the increase of the population,and the improving living standard of Harbin’s residents."Waste Siege" has become a serious problem to hinder the economic development in Harbin.The effect of Municipal Household Sold Waste(MHSW)treatment is an important indicator to measure the municipal household sold waste treatment for the city like Harbin.Improving the effect of MHSW treatment helps to realize reducing,recycling and harmless.As an important city in Northeast of China,improving the MHSW in Harbin is the emergency problem to solve and it has significant sense of the citizen’s happiness.Through analyzing the status quo of municipal solid waste treatment in Harbin,we first figure out the conception of treatment effect and the existing problems of MHSW treatment in this paper.Based on circular economy theory,externality theory,A-B-C theory,and literature analysis,we puts forward the influencing factors of MHSW treatment effect in Harbin,including policy factors,facility factors and personal factors.From the perspective of government officials,experts or scholars in environmental protection departments and residents,this paper used 469 samples from Harbin’s seven core districts,and the logistic regression model to get the impact factors of MHSW in Harbin.The final results show that the satisfaction of residents on government propaganda,policies and regulations,government fiscal expenditure,the frequencies and ways of MHSW collection and classified MHSW by sanitation vehicle,the city appearance and environmental sanitation,are the main reasons that affect the MHSW in Harbin.It also explains the reasons that puts forward the principles and countermeasures to enhance Harbin MHSW treatment effect,including changing the collection and transportation methods of MHSW,strengthening public propaganda and education on environmental protection,broadening the funding channels for the MHSW treatment,improving the laws,regulations and related systems for the treatment of MHSW,and actively promote the construction of MHSW treatment facilities.In this paper,we choose the effect of MHSW treatment in Harbin as the research object,aiming to fully recognize the importance and urgency of MHSW treatment,We will comprehensively implement relevant policies and regulations for the MHSW treatment,ensure the orderly implementation of MHSW treatment in Harbin,create a healthy and safe living environment,and actively respond to the challenges of environmental protection in Harbin.
