| According to the statistics of the China Urban Environmental Health Association,the national Municipal solid waste more than 150 million tons per year,and with the annual rate of 8%~10% increase,the national accumulation of municipal solid waste stock has reached 7 billion tons,accounting for 2 of about more than 800,000 acres.In December 2016,General Secretary Xi Jinping stressed at the 14 th meeting of the Central Financial leadership group,"The universal implementation of the waste classification system,related to the improvement of the living environment of more than 1.3 billion people,the relationship between waste can be reduced,resource-friendly,harmless treatment." Shanghai as an international metropolis,with about 24.1833 million resident population,according to the Ministry of Environmental Protection released the "2017 National large and medium-city solid waste Pollution Environmental Control Annual report" shows that 202 large and medium cities,Shanghai domestic waste generation ranked second,Production is 8.995 million tons,second only to Beijing(9.018 million tons).In the March 2017,the state-run document explicitly required Shanghai to implement the mandatory classification of domestic waste in advance.The classification of domestic waste in Shanghai has become an important measure for the Shanghai municipal government to carry out fine management of the city,and the delivery link of waste classification is the most source and key link to carry out the waste classification.The classification of domestic waste is closely related to environmental management and ecological civilization,and it is helpful to reduce the total amount of waste disposal,which is the basis of harmless,decreasing and resource utilization,and to improve the probability of waste recycling,and is inevitable requirement of developing circular economy,building ecological civilization,and promoting the coordinated development of economy,society and environment.Since the introduction of waste classification in Shanghai,a series of relevant regulations have been introduced to help promote this work,but in Shanghai to implement the waste classification of more than 10 years,the results are not obvious,residents of the classification of household waste has not reached the ideal state.Why in such a long period of effort,residential household waste classification and delivery work is always "blocked" on the road? What are the factors that affect the delivery of domestic waste in residential areas? Why has the government not been effective after the introduction of many ordinances and measures? These questions are worthy of our deep study.This thesis will be based on the residents questionnaire to obtain data,and through visits to greening the city,property,municipal officials,volunteers,etc.,to understand the information outside the questionnaire,to make up for the limitations of the questionnaire feedback.Using statistical correlation analysis and card-side test to verify the influence of residents participation in household waste classification training on the cognition of residents waste classification,the influence on the cultivation of waste classification,the influence of publicity and education on the cognition of waste classification,the influence of hardware facilities on habit cultivation,the influence of green account on habit cultivation,etc.In the eyes of residents,the three reasons that affect residents not to classify waste are the lack of perfect hardware facilities in the community,the delay in the separation of waste and the lack of knowledge of how to classify.Residents believe that the biggest difficulty for government departments in carrying out domestic waste delivery is that they cannot develop the classification habits of residents Exploring more incentives and equipping each resident’s home with a corresponding waste sorting device is an effective way for residents to believe in helping to mobilize residents to participate in the separation of waste.Based on the interview,the director of the Greening city and property personnel said that it is more difficult to place garbage cans in the wrong layer of high-rise apartments,and as law enforcement departments,municipal authorities said that it was difficult to enforce fines for residents who did not classify waste,and that garbage sorting volunteers said that the results of daily urging residents to classify waste were not obvious.It has been proved that residents’ participation in domestic waste training has a positive effect on residents’ identification of waste classification categories and the cultivation of waste classification habits,and has a positive effect on the cognition of residents’ publicity and education on the classification and delivery of waste,and the establishment of perfect waste classification hardware facilities and green account as incentive mechanism will promote the residents to classify and drop waste.After drawing on the advanced experience of waste sorting in developed countries such as Japan,Germany and the United States,this paper concludes that the government level should strengthen publicity efforts,carry out practice-based training,constantly improve the supporting facilities for waste sorting,and carry out certain rewards for the residents who have been classified for waste,and effectively promote the smooth development of waste classification. |
