The "Belt and Road Initiative"(BRI)is a great benefit the world with significant impacts on the global pattern of investment and trade pattern,production pattern,economic development,energy resources,environmental protection and climate change,which brings many opportunities and challenges for global governance.China is in the energy transitional stage with increasing energy efficiency,accelerating the development of non-fossil energy and constructing the energy system of low-carbon and sustainable utilization.However,in terms of China's resources and energy strategy programming,coal will still occupy the dominant position of energy security for a long time in the future,and security of coal supply is vital to the development of China's economic,social and energy.Therefore,in addition to the regulation of domestic coal production,it is considerable to focus on transportation and safety of imported coal and strengthen the coal trade with BRI countries.The main content of this paper is the analysis on the transportation programming and protection ability of China's imported coal under the background of the "Belt and Road Initiative" to enhance the capacity of imported coal logistics in China from the perspective of the cost minimization.Firstly,this paper expounds the related domestic and foreign research of coal transportation,and clarifies the research basis,framework and main content of this paper.Secondly,the theories on coal transportation system,strategic positioning,programming principles and steps are introduced by focusing on node importance method,dynamic clustering method and data envelopment analysis method,which lays a theoretical foundation for the subsequent optimization of imported coal transportation.Then this paper introduces present situation of coal resources,supply and demand in BRI countries,China's coal international transportation channel layout and the prospect of China's coal importing situation and analyzes the matching of international transport capacity.Based on the logistics and transportation capacity optimizating theory,this paper designs seven main routes and adopts three stage DEA method to estimate the efficiency of imported coal transportation.The results indicate that the coal transportation imported from Australia,New Zealand and South Africa is a dramatic improvement,and the improvement scheme and the new designed routes are proposed according to the projection value of the elements.Finally,the comprehensive evaluation method is used to quantify the capacity of China's imported coal transportation support system.Thee stage DEA model is applied to measure comprehensive transportation efficiency of China's imported coal transportation and improve the transportation capacity according to the projection value of input factors.This paper achieves the risk identification,constructs capacity system of China's imported coal transportation,and determines the indicator weights by using AHP method.On this basis,some feasible policy suggestions and development strategies are put forward.The research results provide an important reference for the benign development of China's imported coal logistics industry.
