Study On The Governance Mechanism Of Environmental Public Crisis

In recent years,many city Chinese are in the continuous reform and development,especially the first and second tier city of the level of urbanization in the rapid increase of population,the height of the aggregation phenomenon caused many problems faced by city garbage disposal,for example,the local government will refuse treatment outsourcing to enterprises for comprehensive management,but some enterprises and not in accordance with the basic requirements of environmental protection,due to profit driven,frequent garbage to solve cross regional dumping,not only caused the waste of resources,and seriously affect the residents living in other areas.Therefore,as a public official,I hope to make an in-depth analysis of this phenomenon from the perspective of government’s public management,and find a better way to solve this problem,so as to promote the effective settlement of the dumping behavior across regions.This paper takes 7.1 Shanghai rubbish to Suzhou Taihu as the research object,the incident sparked public environmental crisis,the social impact is large,and deepen people torture to the government environmental public crisis governance,the author aims at this event,the following aspects of work:First,through literature review,understanding of countermeasures about environmental public crisis causes,the existing public crisis governance environment,the plight of environmental public crisis governance mechanism and environment which includes public crisis management scholars in China and summarized the reference method and the good governance mechanism.Second,the paper of Shanghai refuse to steal Taihu case occurrence and progress of events investigation,analysis of the local government to Shanghai cross regional dumping governance process events,including the Suzhou police investigation andevidence collection,Shanghai and Suzhou,the relevant departments of the cooperation network participation way to strengthen the governance process and the media to participate in the MSW events reported behavior,through the analysis found that the Shanghai cross regional garbage event there are 4 problems in governance,namely the government,non-governmental organizations and the media etc.the main collaborative inconsistencies,lack of accountability system,cross regional government coordination problems and play the supervisory role of the media limited.Third,according to the 4 aspects put forward the corresponding countermeasures,first of all to deal with the establishment of environmental coordination mechanism of public crisis and improve the public crisis collaborative governance officials asked the cross functional synchronization mechanism between local government and regional media play a good role in the construction of supervision mechanism and responsibility mechanism.
