Research On Government Inter-departmental Coordination Mechanism In The Management Of Natural Disaster-related Public Crises In Duyu

Due to the characteristics of natural disaster public crisis itself,its occurrence carries a lot of uncertainty,which makes the government bring great difficulties in the process of coping with the governance.Government organizations in public crisis management class natural disasters in the process of collaborative,often because of department of self-interest,human in pursuit of department interests blocking information resources division of forming islands,leads to the formation of a sector between transverse cut off and the situation of isolated competition,regional segmentation,functional fragmentation caused by government organization department,such as power fragmentation.Therefore,the conflict and estrangement between government departments have become an important problem in the current public crisis management activities.The core of the holistic governance theory is to take integration as a means to solve the problems caused by various fragmentation phenomena from the source,break the situation of information isolation,function isolation and resource isolation,and give full play to the effectiveness of integration.In the content of holistic governance,more emphasis is placed on the internal and external cooperation mode among multiple subjects,which coincides with the three dimensions of handling thinking,handling structure and coping subjects of public crisis.The difference lies in that holistic governance pays more attention to the governance effect after integration.To some extent,the essence of using the holistic governance theory to deal with public crisis events is to resolve the pressure brought by the traditional hierarchical system,and focus on building a complete organizational system and its coordination mechanism,cooperation mechanism,restraint mechanism and trust mechanism.From the point of the whole organization operation,integrity management theory in practice,the application of natural disasters,pay more attention to in the process of the natural disaster early warning and prevention and disposal,and post-disaster restoration,the establishment of the three dimensions coordinated operation mechanism so holistic governance theory essence for government organization structure of the ability of the overall management for the direction.Based on the theory of holistic governance and so on,by adjusting the natural disasters in public crisis management system in the relationship between the various government departments,perfecting the organization system response to public crisis,construct government interagency coordination management mechanism,makes the natural disasters crisis management system the coordination effect between the various departments,maximum ultimately achieve the goal of public crisis governance such natural disasters.Based on the case of the "6.22" flood disaster in Duyun City,this paper analyzes and finds out the shortcomings of the vertical and horizontal cooperation between the governmental organization system,points out the disadvantages of the segmentation under the new public management model,and puts forward that the reason for the obstacles of the cooperation between governmental organizations is that the inter-departmental cooperative governance mechanism has not been improved.There are problems such as "departmental barriers,information island" phenomenon,disorderly response and lack of norms.Under the guidance of related theories of holistic governance,this paper proposes a mode to optimize the synergistic mechanism of natural disaster public crisis governance from the perspective of strengthening the vertical and horizontal linkage and cooperation of government organizations.
