| Fengze District is the city center of Quanzhou,in which the manufacturing industry and construction industry are flourishing.There are many small-scale and micro-scale enterprises except some big enterprises.Most of time,these enterprises squeeze the capital for safe production due to weak awareness and small profit.As a result,the potential safety hazards cannot be ruled out in time,as well as the risks cannot be managed and controlled effectively.In order to implement the supervision in an effective way,break down the “barriers” among government,society and enterprises and fully mobilize the resource for law enforcement,cooperative supervision mechanism regarding safe production now is preliminarily formed in Fengze District.Along with the operation of cooperative supervision mechanism regarding safe production,more and more problems arise.Based on the objective reality of Quanzhou Fengzi District and theories of synergetics,this article carries on an empirical research concerning the cooperative supervision mechanism regarding safe production.The specific manifestations of cooperative supervision mechanism regarding safe production in Fengze District are: The subject of cooperation consists of government department,society and enterprises.All parties contribute together,take respective responsibility,keep close collaboration and then achieve the united hierarchical-classified supervision among government department,society and enterprises preliminarily.Meanwhile,the cooperative supervision mechanism has the “triple” risks of mechanism malfunction: mechanism malfunction among government departments,between government and enterprises,among government,enterprises and society.Tracing the root cause,the biggest obstructions of mechanism are ambiguous laws and regulations,hard to quantify the performance of safe production and weak safety awareness,also poor technical support and insufficient social force prevent the mechanism from playing a role.A lot of domestic and foreign practices are carried out in aspect of cooperative supervision regarding safety production.By summarizing the domestic and foreign experience of cooperative supervision regarding safety production in America,England,Japan,Ningbo Xiangbei District,Anyang Long’an District and Beijing Shunyi District,we have got many inspirations.On this basis,we have found the ways to enhance cooperative supervision regarding safe production in Fengze District,such as completing of laws and regulations of cooperative supervision,optimizing the organizational system of cooperative supervision,regulating assessment methods of safety supervision performance,intensifying the training of enterprise safety,encouraging the development of social force,establishing multidirectional channels of commination and cooperation and so. |
