In recent years,the rapid development of social economy lead to high levels of pollution,unreasonable economic and social activities,the excessive development of soil and water resources as well as the factors such as climate change,aggravates the deterioration of river water quality and restricts the healthy development of social and ecological environment.According to "Notice of the State Council on the action plan for the prevention and control of water pollution" and “Environmental protection plan for the “13th Five-Year” plan,during the 13 th five-year plan period,we need to establish a "double constraint" model of environmental quality improvement and total control,and achieve the goal of reaching the river basin in 2020.The law of the People's Republic of China on the prevention and control of water pollution requirements "over the key water pollutant total amount control of more than indicators or unfinished area water environment quality improvement goals,department of environmental protection under the people's government at or above the provincial level shall suspend the examination and approval of the key water pollutant total amount of new construction project environmental impact assessment documents." Therefore,It is of great significance to conduct research on water pollution control in the basin based on the improvement of the water environment quality and the total pollution control,and optimize the idea of watershed environmental management performance.In this paper,based on the analysis of the water environmental capacity,with a basin of social,economic and ecological water environment comprehensive management performance index system,index system through the principal component analysis and weight calculation of optimization,the screening effect changes performance management of river basin water environment is the key factor of the pollutant total amount.Pollutant total amount control based on the construction of river basin water environment management performance optimization model,with water pollutants reductions as decision variables,the minimum investment amount as the optimization goal,set up the environmental performance optimization,the control section water quality standards,pollutant reduction promotion constraints,to ensure that key project plan optimized total quantity to meet the demand of river basin water environment capacity cuts to realize the economic optimization at the same time,using Lingo11.0 software programming optimization solution.Taking Zhaosutai River basin in Lishu county for example,based on the evaluation of the water environment quality parameters from 2006 to 2015,the key factors that influence the change trend of water environment management are obtained.The results show that the water environment performance index of Zhaosutai River is in a growing trend,the performance of water environment management is 0.70 by 2015.A model of water environment management performance optimization based on structure,engineering and supervision is buil,the optimization scheme total investment was 15.09 billion Yuan,the chemical oxygen demand and ammonia nitrogen were reduced to 9879.1 tons and 619.61 tons respectively,and the water environmental management performance was improved to 0.856.Compared with the original reference scheme of the study area,the reduction amount of water pollutants COD and ammonia nitrogen increased by 10.78% and 2.98% respectively,and the total investment volume decreased by 11.75% compared with the reference scheme.At the end of the planning period,the water environmental management performance increased by 4.6% compared with the 0.818 case of the scheme.The performance index system of water environmental management can reflect the quantitative change of performance values comprehensively.The optimized scheme can meet the requirements of water quality improvement and total pollutant control,and effectively reduce capital investment.Combined with the actual Zhaosutai River basin,not only has more practicality and generalization to improve the quality of water environment,but also provides a new idea for the performance management of river basin by mathematical optimization model.
