Study On Law Enforcement Capability Of Safety Supervision Personnel Of Grassroots Government

With the development of economy and society and the improvement of people's living standard,workers' demands on safe working environment become more and more strict,and the problem of safe production is paid more and more attention As the first line of law enforcement,the most direct regulatory effectiveness of production safety supervision forces in the work of safety supervision plays a pivotal role Therefore,in order to solve the current problem of production safety,we should improve the ability of the basic level of production safety supervisors .In order to improve the law enforcement ability of the safety supervisors at the grass-roots level and promote the continuous stability of the safety production situation,this paper studies the present situation of the law enforcement ability of the safety supervisors in the grass-roots government of Y city This paper reveals the problems of the supervision system of production safety and the construction of the law enforcement capacity of the safety supervisors in the county and township of Y city,and puts forward some countermeasures to solve the problems,so as to promote the perfection of the supervision system of production safety in Y city and the enhancement of the law enforcement ability of the safety production supervisors .Through literature research,questionnaires and in-depth interviews,this paper studies the current situation of grassroots safety supervisors in Y City and finds out the main problems existing in current capacity building of safety supervisors in Y City: The strength of grass-roots sa fety supervision teams is difficult to adapt and meet the needs of economic society Developme nt needs,some town (street) supervisory positions ability allocation structure is irrational,law enforcement ability is not strong,weak full-time safety supervision and grassroots safety super vision and law enforcement team mobility The causes of the problems mainly include: the capacity building system of grassroots supervisors is not smooth; the safety production accountabi lity mechanism is not perfect; the incentive mechanism of safety supervision supervisors is not perfect; the safety supervision supervisors are selected and employed;On the basis of studying the corresponding domestic countermeasures and drawing lesson s from the experience of developed countries (regions),this paper puts forward the countermeasures to improve the ability of supervising and enforcing law enforcement teams of grassroots production safety in Y. Mainly include: to improve the grass-roots security monitoring team go al planning system,security system,learning system and evaluation system put forward specific countermeasures. Starting from improving law enforcement ability of grassroots security monitoring staff,we actively seek to solve the problem of grassroots work safety supervision and provide a useful reference for local government departments to carry out work safety supervision .
