The Research On Policy Implementation Of Municipal Household Garbage Classification Management In Guangzhou

Toffler,a famous American futurist,had predicted in his 1980 s third wave: "After the agricultural revolution,the industrial revolution and the computer revolution,another wave of human survival and development will be the garbage revolution that will appear at the turn of the century." In 2015,the production of domestic waste in 246 large and medium cities was more innovative,up to 1.86 million tons,and 1.12 kilos of domestic garbage per capita had reached 1.12 kilograms.Many cities were facing the plight of the garbage besieged city.It is an important task of public management to solve the problem of urban garbage besieged city and promote the green and sustainable development of urban environment.Classified management of domestic waste refers to the process of classifying,distributing,classifying,transporting and classifying domestic waste.The implementation of classified management of household garbage can promote the reduction of urban household garbage,resource utilization and harmlessness.After more than 20 years of practice,the classification management policy of Guangzhou municipal solid waste has achieved certain results.However,it is still a step and slow progress and faces many problems and challenges as a whole.Therefore,it is necessary to carry out a study on the implementation of the policy implementation of the classified management of domestic garbage in Guangzhou.In this paper,a variety of research methods,such as literature research,interview and questionnaire,are used to study the classification management policy of Guangzhou municipal solid waste,and combine the classic Smith policy implementation model to explore the development process,implementation effect,implementation problems and reasons of the classification management policy of domestic garbage in Guangzhou.This paper introduces the practical experience of household garbage classification management in developed countries Japan and Germany,and on this basis,puts forward some specific suggestions for improvement.According to the field visits and investigation data,this paper believes that the current classification management policy of Guangzhou municipal solid waste has some problems,such as the cognition of residents’ classification standard is insufficient,the mixed collection and transportation of intermediate links,the obstacles to charging for waste disposal,the lack of supervision of garbage disposal,the difficulties of the related enterprise operation and the deficiency of the punishment mechanism.This paper suggests that policies should be rationally formulated,relevant legislation should be perfected,reforming the charge system of garbage disposal,promoting communicating and clearing responsibility of the various executive departments,strengthening education and public participation,maintaining a good economic environment and social cultural environment,and so on.
