Study On Ecological Environment Governance Of Honghu Wetland From The Perspective Of Politics

On October 18,2017,the CPC central committee convenes the National People’s Congress(NPC)of the People’s Republic,The meeting made it clear that the modernization that China is going to build is the modernization of harmonious coexistence between man and nature,and the principle of saving priority,protecting priority and natural recovery must be upheld.We need to pay attention to the environmental problems caused by rapid economic growth.The problem of ecological environment ultimately requires the participation of the whole society.Honghu wetland is a national nature reserve,hubei province,it covers an area of 41412 hectares,consist of aquatic and terrestrial creatures around the complex and various biological and microbial population so it in the 11 th world lake conference in life was awarded as the title of the world important habitats of endangered species.Although the Honghu wetland nature reserve is in development stage,protection measures and the corresponding theory system construction is not perfect,the need of Honghu wetland ecological environment governance countermeasure study,the response country modernization concept,under the leadership of the communist party of China,give full play to the local government,non-governmental organizations,enterprises and citizens for the collaborative management of ecological protection function,to perfect the Honghu wetland nature reserve protection,enhance the Honghu wetland in hubei province and even the influence has the vital significance.This paper is divided into six parts.The first part is the system elaborated the paper selected topic background and research purpose and meaning,and the research status and development trends at home and abroad are summarized,and the main research method,innovation points and the difficult.The second part is the theoretical basis of the research.Firstly,the basic concepts of wetland and ecological environment were analyzed and explained.Second this research mainly show the polycentric governance theory and combining with China’s actual accordingly,from reality to the revised polycentric governance theory as the theoretical basis of this article.The third part of this article the object of study,summary and analysis on the condition of Honghu wetland ecological management,including the natural geography,social economy,ecological environment and water resources survey and characteristics,and list the Honghu wetland has accomplished at present stage.The fourth part,from the local government in Honghu wetland ecological environment governance failure phenomenon and local non-governmental body,citizens in the ecological environment governance situation and insufficient aspects,Honghu wetland area ecological environment problems of the present analysis.The fifth part,according to the field of visiting investigation and relevant literature,combined with the revised method to control the polycentric governance theory of optimization,the multiple subject put forward by the communist party of China as the core new countermeasures of collaborative governance.The sixth part summarizes the full text.
