The Government Behavior Research Under The Regional Ecological Governance

After thirty years of reform and opening up,the level of economic development of China has been constantly improving,meanwhile the economic scale and the speed of development are near the top in the world.China has surpasses Japan as the world’s second largest economy in 2010 and has been playing an increasingly important role at the international level.However,at the same time,some deep-seated problems along with the economic development have become more and more prominent and some ecological environmental problems brought by the extensive patterns of regional economic development are dramatically compelling.The ecological crisis has become increasingly serious.The construction of our beautiful and clean homeland is not only the responsibility for contemporary people,but also a benefit for our posterities.Thus,it is of great and far-reaching significance to further promote of the construction of ecological management function of the government for promoting the construction of ecological civilization,comprehensively deepening the reform and achieving the beautiful China.At present,in order to promote the ecological management function of government,it is of extremely importance to take the path of regional ecological synergic governance,which faces a series of challenges and problems.Nevertheless,because of its significance and difficulties faced,the research on regional ecological synergic governance has become especially important.Hence,this article first analyzes the basic situation of regional ecological environment in China,main achievements and difficulties of regional ecological synergic governance and the reasons leading to the difficulties,at the same time,introduces the existing problems in governance of Taihu basin and measures that have been taken.Then,the article presents successful experiences and practices of cross-region river governance in foreign countries.Through the comparative study of Chinese and foreign successful cases,combining with the author’s original thoughts,this article proposes suggestions on solving the dilemma of regional ecological synergic governance in China.The structure of this article is as follows:The first part is the introduction.It explains the reasons for the topic selection and the significance of this topic.And,summarize and evaluate the current situation of related researches at home and abroad.Then it elaborates the research thinking and methods as well as the innovation and shortcomings of this article.At last,it introduces the relevant background theories supporting this research.The second part makes a general summary on the current situation of China’s regional ecological synergic governance and introduces some basic information of regional ecological environment and the main achievements of regional ecological synergic governance in China.The third part is the case study of Taihu Basin regional ecological synergic governance.This part introduces the ecological situation of Taihu Basin,including the overview presentation,problems faced and the cooperative measures taken of Taihu Basin.The fourth part is about the difficulties of regional ecological synergic governance in China,which describes the difficulties and the causes of them.The fifth part introduces implications of successful experience of cross-region river governance in foreign countries.The experience of foreign successful case of cross-region river governance provides us with precious experience,which helps us avoid fall into the"pollution first,treatment after" situation.This thesis describes in detail the regional ecological management examples--the River Rhine management modes and hopes to provide some enlightenment to our country’s regional ecological cooperative management through analysis and summaries of these samples.The sixth part is the optimized route of our country’s regional ecological cooperative management and treatment.This thesis put forward author’s suggestion from different aspects like fostering ecological awareness,developing ecological economy,increasing public participation and promoting the rule of law.The last part is the conclusion of this article and also predicts the development trend of this topic.
