The Evolutionary Game Study Of Urban Sewage Treatment PPP Project Risk Sharing Under New Urbanization

The research of PPP project aims at solving the problems of lacking funding and low efficiency during waste water treatment.It develops under the principle of people oriented and sustainable development required by the new types of urbanization.And the research centers on the contradiction,which appears in traditional urbanization,among over-rapid expansion,backwardness of infrastructure construction,urban development,environment protection,water resource protection and waste water treatment.Synthesized personal experience and literature researches,then guided by my tutor,we start the research: risk evaluation and management mode research of PPP project of urban waste water treatment under new urbanization.It mainly discuss the background of PPP project promotion and the existing research of PPP project of waste water treatment at home and abroad.Then,From the perspective of promoting cooperation between the government and the private sector,it discusses some basic theories of public administration,project management and urban planning.At the same time,it concretely analyses the connotation of new urbanization,and elaborates the connotation and implementation of PPP mode from the perspectives of PPP definition,operation way and implementation.Thus it builds a theoretical foundation for risk evaluation and management mode research of PPP project of urban waste water treatment under new urbanization.Following is the analysis of the problems in operation,funding and efficiency problems in the urban waste water treatment project of Yunnan province.It also analyses the latest development of urban waste water treatment project which combines the requirements of new urbanization.It mainly deals with its feasibility and necessity.And then there is the PPP mode's effect on urban waste water treatment.At first,the questionnaire survey of successful factors was determined through literature researches and experts scoring method after determining the risk factors of PPP project.On the basis of enough samples,we get the principal factors through analyzing the data of successful factor samples of the PPP project of urban waste water treatment.After defining the stakeholders of PPP project,this paper analyzes the game relationship between stakeholders of PPP project and the strategy of risk sharing,constructs the evolutionary game model and solves the model.Then,according to the model,the influence of different strategy selection on PPP project is analyzed.Finally,a case study is used to illustrate the effectiveness and scientific nature of the risk-sharing game strategy of PPP project.According to the game theory and the conclusion of the case,the paper analyzes the countermeasures and suggestions of PPP project risk sharing.
